Handing phone to your babies could delay their speech, problem-solving skills: DAK

Srinagar, Aug 31 (KNO): Doctors Association Kashmir (DAK) on Thursday said handing phone to your babies could lead to delay in their development.

“The more time babies spend on smartphones, the more likely they are to have developmental delay,” said DAK President Dr Nisar ul Hassan in a statement issued to the news agency—Kashmir News Observer (KNO).

Dr Hassan said parents hand over phones to children to calm them. Also, it allows parents to get other tasks done like cooking, cleaning and washing.

“Letting your baby play with a phone may seem like a simple way to keep them occupied, but it could affect their development,” he said.

“According to a new study published on August 21 in the Journal of the American Medical Association Paediatrics, babies who spent more time on phones at age one year were more likely to have delays in speech and problem-solving skills,” said Dr Hassan.

“Researchers found that by age two years, babies who had spent up to 4 hours in front of the screen were 3 times more likely to have communication and problem-solving delays, while those who had spent 4 or more hours on screens were 4.78 times more likely to have underdeveloped communication skills, 1.74 times more likely to have subpar fine motor skills and two times more likely to have underdeveloped personal and social skills,” he said.

“By age four years, risk remained only in the communication and problem-solving areas.”

The DAK President said kids develop their language skills by interacting with others including parents and if they are just watching a screen they are not having an opportunity to practice talking.

“Babies need face to face interaction for social development. Looking at people’s faces is when our brain turns on to figure out how to interact with them,” he said

“Screens disrupt interactions and limit opportunities for kids to practice interactive problem-solving skills,” he added.

“Parents should spend time with their kids and delay introducing phones to infants and young children,” said Dr Nisar.

“World Health Organisation and American Academy of Paediatrics recommend that children under age 2 should not be exposed to screens at all and limit screen time to one hour per day for children aged 2-5 years,” he said—(KNO)

JKSSB Recruitment: High Court Stays Selection Process Till Govt Takes Decision On Recruiting Agency’s Allegedly Unfair Conduct

The Jammu and Kashmir High Court has dismissed “mere apprehensions” of unfair conduct of the Jammu and Kashmir Service Board (JKSSB) in recruitment but has halted the selection process, till a final decision is taken by the government on the report/recommendations made by the High-Level Committee which was appointed to review the board’s functioning.

The Committee was constituted to examine whether the process of tendering followed by JKSSB, in selecting M/S Aptech Ltd. to conduct the examinations, was consistent with the extant Financial Rules/Acts, and, if all the relevant norms were fully complied with.
Justice Moksha Khajuria Kazmi was hearing a petition filed by a group of 40 aspirants, who sought indulgence of the court to ensure a fair recruitment process. Through their plea, they had expressed concerns about the potential misuse of modern technology by the agencies involved in the selection process. Specifically, the petitioners had cast doubt on the contracts awarded to M/s Aptech Ltd. for conducting online Computer Based Tests (CBT), citing the company’s tarnished history and previous blacklisting.
At the very outset, the bench observed that the petitioners lacked locus standi (legal standing) to challenge the recruitment process since they participated in the process themselves.
Justice Kazmi added,
“In the instant case, the petitioners have not been able to establish their locus standi to challenge the process being conducted by the respondents for allotment of tender for conduct of various examinations through CBT mode in favour of respondent No. 2. If at all, anyone had any reason to challenge the process of allotment of tender to respondent No. 2, then only the company who has not been selected and allowed tender had a right to challenge the allotment but not the petitioners herein”.

At the very outset, the bench observed that the petitioners lacked locus standi (legal standing) to challenge the recruitment process since they participated in the process themselves.

Justice Kazmi added,

“In the instant case, the petitioners have not been able to establish their locus standi to challenge the process being conducted by the respondents for allotment of tender for conduct of various examinations through CBT mode in favour of respondent No. 2. If at all, anyone had any reason to challenge the process of allotment of tender to respondent No. 2, then only the company who has not been selected and allowed tender had a right to challenge the allotment but not the petitioners herein”.

Further highlighting that a company’s blacklisting is not permanent, the bench explained that once the stipulated period of debarment is over, the company can participate in the tendering process again.

“One cannot be blacklisted for life. The order of blacklisting has to be specified for a particular period of time. The debarment is never permanent and the period of debarment would invariably depend upon the nature of offence committed by erring contractor”, the bench maintained.

Addressing the issue of maintainability of the writ petition, the court clarified that the terms and conditions of tender documents fall within the domain of the tender-making authority and should not be subject to judicial scrutiny unless they are arbitrary, discriminatory, or mala fide.

Taking note of the fact that the government had set up a High-Level Review Committee tasked with assessing the conduct of both the JKSSB and the selected agency, M/s Aptech Ltd the court directed the Committee to furnish its report within ten days, followed by a decision from the Chief Secretary based on the report’s recommendations within the subsequent ten days.

“However, till the final decision is taken by the Government, the JKSSB shall not proceed with the selection process”, the bench concluded.

Srinagar, Aug 31 (GNS): During the ongoing Article 370 hearing, a significant dual-focus emerged as the Centre addressed both the restoration of complete statehood to Jammu and Kashmir and the timing of assembly elections.

According to GNS, the Centre’s submission to the Supreme Court indicated that while the decision on conducting polls in Jammu and Kashmir remains within the purview of the Election Commission and the state poll panel, the process of updating the voters’ list in the region is however already underway. The update is expected to take approximately a month to complete.

Simultaneously, the Centre informed the court that the restoration of full statehood to Jammu and Kashmir would necessitate some time. While the exact timeline wasn’t specified, the Centre acknowledged that this process is going on and its commitment to the eventual reinstatement of complete statehood stands.

Furthermore, the Centre shared encouraging security-related statistics. Solicitor General Tushar Mehta informed the court that instances of militancy have decreased by 45.2% between 2018 and 2023. Infiltration has seen a substantial reduction by 90%, while law and order issues like stone pelting have been significantly curbed by 97%. The casualties among security personnel have reduced by 65%, showcasing an improved security environment.

The instances of stone pelting which were at 1,767 in 2018, have now reached a remarkable zero, as per SG. Similarly, he informed, organized bandhs, which were at 52 in 2018, have ceased entirely.

The Centre also deliberated on the pending assembly elections in Jammu and Kashmir.

“With the introduction of a three-tier Panchayat Raj system, three elections are due. The first set of elections will be for Panchayats. The elections for Leh Hill Development Council have already taken place, and those for Kargil are scheduled for September”, the Centre informed. (GNS)
