ACB Arrests FCI Godown Owner, Weigher in Budgam for ‘Accepting Bribe’

Srinagar, Aug 21 (GNS): Anti-corruption Bureau on Monday said to have arrested an FCI Godown Owner alongside a Weigher for ‘accepting bribe in lieu of unloading of a truck’.

“A complainant approached the Anti Corruption Bureau with a written complaint against the office bearers of FCI Godown Chandpora Budgam, alleging demand of bribes from the complainant for unloading his truck. The truck is associated with transportation of food-grain for FCI and had arrived at FCI Godown, Chandpora with a load of rice on 12-08-2023. Since then the truck had not been unloaded and the office bearers had finally told the complainant to approach Godown owner and Tajamul Hassan Shah, Weigher”, said a Bureau spokesperson in a statement issued to GNS.

The complainant, the statement, accordingly approached the Godown Owner, who told him to deposit an amount of ₹1500 into his bank account. Further, the Weigher told him to pay a bribe of ₹3500 before his truck could be unloaded. The complainant however, chose not to pay a bribe and approached ACB Srinagar for taking legal action against the accused as provided under law.

“On receipt of the complaint, a Case FIR No. 16/2023 U/S 7, 7A of PC Act 1988 was registered with PS ACB Srinagar and investigation taken up”, reads the statement.

“During the course of investigation, a trap team was constituted by this Bureau. The team laid a successful trap and caught the accused Weigher red-handed while demanding and accepting a bribe amount of ₹3500 from the complainant. The money was recovered from the accused on the spot. Moreover, before receiving a receipt of transported food-grain, the driver was asked by the Godown Owner to deposit an amount of ₹1500 into his bank account.”

“The accused Godown Owner has been identified as Ab Majeed Sheikh S/o Ghulam Ahmad Sheikh R/o Firdousabad, Batamaloo Srinagar, Proprietor Sheikh Suppliers and Contractors while as weigher has been identified Tajamul Hassan Shah S/O Ghulam Hassan Shah R/O Dharmuna Budgam”, reads the statement.

“On the spot, there were several other drivers available, who transport food-grain for FCI. They were examined and it came to the surface that all the drivers were forced to pay bribes before their trucks were unloaded. The drivers on the spot complained that they are extorted money at all the Godowns of FCI especially Lethpora, and otherwise their trucks are not unloaded timely and are made to wait long. Almost all the drivers available on the spot have paid some amount to the Godown owner and weigher by one or the other way”.

“Some of the drivers showed mPay screen shots depicting transfer of ₹3000 each into the bank account of accused Abdul Majeed.”

“It is pertinent to note that the Godown owner Ab Majeed Sheikh, is accused in ₹30 crore fraud of J&K Bank. In connection with bank fraud ACB has charge-sheeted the accused in ACB case FIR No. 06/2019 of PS ACB Anantnag”, reads the statement.

“Further investigation into the case is going on. Role of the other involved persons associated with FCI Godown Chandpora is being investigated. More arrests are expected to follow in the instant case”, concludes the statement. (GNS)

Biggest minority scholarship scam busted, 53% of institutions ‘fake’. CBI to probe

In the biggest minority scholarship scam in India, about 53 per cent of institutions active under the minority scholarship programme have been found to be ‘fake’. An internal enquiry conducted by the Ministry of Minority Affairs revealed deep-rooted corruption in as many as 830 such institutions, leading to a scam of Rs 144.83 crore in the past 5 years. Union Minister Smriti Irani has escalated the matter to the Central Bureau of Investigation (CBI) for further investigation.

India Today has learnt that the Ministry of Minority Affairs had officially lodged its complaint in the matter on July 10. The investigation involved enquiries in 100 districts across 34 states. Out of the 1572 institutions scrutinised, 830 were found to be involved in fraudulent activities. The statistics come from 21 out of the 34 states, while investigations into the institutions in remaining states are still underway.

The Central Bureau of Investigation (CBI) will probe the nodal officers of these institutions who gave approval reports, the district nodal officers who verified the fake cases, and how multiple states allowed this scam to persist over the years. Sources told India Today that the ministry has also raised questions about how banks allowed the opening of fake accounts for beneficiaries, with fake Aadhar cards and KYC documents.

Sources said that despite being non-existent or non-operational, many of the scrutinised institutions managed to get registered on both the National Scholarship Portal and the Unified District Information System for Education (UDISE).

STATE-WISE BREAKDOWN

  • Chhattisgarh: All 62 scrutinized institutions were found to be fake or non-operational
  • Rajasthan: Out of 128 institutions scrutinized, 99 were fake or non-operational
  • Assam: A shocking 68 percent of institutions were found to be fake
  • Karnataka: 64 percent of institutions were found to be fake
  • Uttar Pradesh: 44 percent of institutions were found to be fake
  • West Bengal: 39 percent of institutions were found to be fake

MULTIPLE RED FLAGS DURING INVESTIGATION

  • In Malappuram, Kerala, one bank branch disbursed 66,000 scholarships, surpassing the registered number of minority students eligible for scholarships
  • In Anantnag, Jammu and Kashmir, a college with 5,000 registered students claimed 7,000 scholarships
  • One mobile number of a parent was associated with 22 children, all supposedly in class IX
  • At another institution, despite the absence of a hostel, every student claimed a hostel scholarship
  • In Assam, a bank branch allegedly had 66,000 beneficiaries, and the verification team was threatened at a madrasa when they attempted to verify student details
  • In Punjab, minority students received scholarships despite not being enrolled in school

KEY FINDINGS

  • Out of the 1,572 minority institutions scrutinized, a staggering 830 were found to be either fake or non-operational
  • Scholarships meant for genuine minority students were being claimed by these fake institutions
  • The corruption in this case appears to have penetrated multiple levels of the system

Consequent upon the declaration of result of GNM Lateral Entry Course-2023 by the J&K BOPEE vide Notification No.056-BOPEE of 2023dated 10.08.2023, the Board notified to conduct the Physical counseling of the eligible candidates for admission to the said course w.e.f. 17.08.2023 to 19-08-2023.
After conducting of the physical counseling simultaneously at BOPEE Offices Srinagar/Jammu, on the prescribed dates, the list of the candidates provisionally selected for admission to GNM (Lateral Entry)
Course- 2023 on the basis of Merit-cum-Preferences preferred by the candidates during the counseling is hereby notified as per Annexure-A to this notification which shall remain available only on the official website of the Board viz. www.jkbopee.gov.in
The candidates are advised to report to the respective allotted Colleges / Institutions w.e.f 22.08.2023 to 28.08-2023 till 04.00 p.m. along with the following documents in original: –

1) Marks Card of FMPHW/MMPHW/ANM.
2) D.O.B Certificate (10th Class).
3) Domicile Certificate.
4) Category Certificate, if any applicable.
5) Medical Fitness Certificate.
6) Any other document as may be required by the concerned college authorities.
The candidate(s), who have been allotted Government /Private Colleges, shall have to mandatorily
join against his/her provisionally allotted College/Seat(s) upto 28.08. 2023 till 04.00 p.m positively and
in case any candidate(s) fails to join against his/her allotted seat(s) shall not be eligible to participate in the
2nd Round of counseling for up-gradation /allotment under any circumstances.

It shall be the sole responsibility of the concerned College / Institution to ensure proper check and verification of the documents/eligibility before the candidate(s) is allowed for admission strictly as per Indian Nursing Council (INC) Guidelines.

1. From 19-08-2023, 1700 hrs. to 20-08-2023, 1700 hrs. there was slow movement observed on NH-44 due to breakdown of 04 HMVs and single stretch at Mehar, Cafeteria and Dalwas between Nashri and NAVYUG Tunnel.

2. *HMVs Operators/Owners are requested to desist from overloading. It is further requested that vehicle owners must double check the fitness of their vehicles before undertaking journey on Jammu-Srinagar NHW.*

3. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

Subject to fair weather and better road conditions, HMVs shall be allowed from NAVYUG Tunnel (Qazigund side) towards Jammu after assessing the road and traffic situation on NH-44 and *no HMV will be allowed after 1900 hrs.* TCU Srinagar shall liaise with TCU Ramban before releasing the HMVs.
*Moreover, in view of Shri Amarnath Ji yatra 2023, to provide hassle free movement of trucks on NH-44, administration has decided all tankers of Pol, Diesel, LPG bulk gas, all empty LPG Cylinders carrying trucks; all empty vehicles of FCI; any other vehicle having upto 10-tyres shall adopt Mughal Road.*

*SFs Convoy Movement:-*
Security Forces are advised/requested not to ply against advisory/traffic plan in view of possible traffic congestion because of narrow carriage way between Nashree and Banihal on Jammu-Srinagar NHW and ongoing SANJY 2023. *Tomorrow they may ply from Srinagar towards Jammu after confirming the status of NHW from TCU Ramban. They shall leave Srinagar at 0800 hrs* .

*SSG ROAD*
Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar at 0730 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil at 1300 hrs to 1700 hrs. No vehicle shall be allowed after cut off timings.
*SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Yatra convoys (both UP and DOWN) don’t get disturbed.*

*Mughal Road:-*
Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) at 0600 hrs. upto 1800 hrs. No vehicle shall be allowed after cut of timings

Subject: Extension in the date of Engagement/Hiring of Helpers/AAYAs under ECCE for the year 2023-24.
Reference: Directorate of Samagra Shiksha, J&K’s letter No: Edu/PD/SmS/ECCE/Helpers/1861-1905/2023-24 Dated: 06.07.2023 and Chief Education Officer, Srinagar’s endorsement No: CEO/Sgr/SmS/2187/2023 Dated: 07.06.2023 and letter No:- CEO/Sgr/SmS/2604/23 dated:- 15/07/2023.

In continuation to this office Advertisement Notice Issued under No.: ZEO/Sms/Sgr./2023-24/2/672-90 Dated: 10-08-2023 regarding engagement Engagement / Hiring of Helpers / Aayas under ECCE for the year 2023-24. There
has been a low from some of the areas of below schools. The submission of application forms for the engagement
of Helper / Aayas is hereby further extended upto 27th Aug 2023 with same terms and conditions as laid down in
the aforementioned advertisement Notice. The heads of the institution of concerned schools are hereby directed to
publicise the advertisement widely so that applicants can apply for engagement of Helpers / Aayas.

Applications on plain paper along with all requisite certificates are invited for engagement / hiring of Helpers /
AAYAs under Early Childhood Care & Education (ECCE) in various schools of this Zone were the minimum enrolment
of Pre-Primary class is 05 (five) as per the directions mentioned in above reference. The name of schools where
minimum enrolment of Pre-Primary class is 05(five) are mentioned at the end of this communication Applications
with documentary proof in each case should reach office of the undersigned within 15 days from the publication
of this notice.

NATURE OF DEPLOYMENT:
>The deployment of Helper / AAYA shall be purely terminus and shall start from the date they are engaged /
hired and shall conclude with the end of academic session. It can be extended subject to the performance and the
approval of funds from the Ministry of Education, Government of India in the particular component. Affidavit from
1st Class Magistrate shall have to be produced by the candidate at the time of joining for not claiming for permanent
absorption at any stage.
>All decisions of the funding agency (Samagra Shiksha, J&K under the aegis of School Education Department)
shall be implemented in this regard.

8th pass AAYA/Helpers Recruitment 2023, know eligibility criteria, documents required

ELIGIBILITYCRITERIA OF HELPER / AAYA:
• Only female candidate can apply.
• The applicant must be domicile of the ward where approved school is located.
• Applicant must be belonging to BPL (Below Poverty Line) category.
• The candidate must be physically/mentally fit to carry out her job.

QUALIFICATION / PREFERENCE:
>Minimum Qualification of a Helper / AAYA: 8th Class passed. In case there is no eligible candidate available in
Ward, the candidate with lesser qualification shall be considered.
>Preference shall be given to candidates from BPL Category in below mentioned order of priority:
• Widow
• Divorced
• Orphan
• Any candidate among poorest of the poor in the ward.

Age:
>The age of a candidate must be between 18-45 years as on 1st of January of the deployment year.

Honorarium:
>Rs. 5,000/- (Five thousand only) per month, which may vary as per the approval in the subsequent year in PAB
of Samagra Shiksha.

TOTAL NON-AVAILABILITY OF ELIGIBLE CANDIDATE:
>In case of total non-availability of the candidate, as mentioned under C & D sections above, the
candidate from the Municipal Committee (concerned) will be considered / engaged.

FINALIZATION OF SELELCTION PROCESS:
>In case of tie-up of the selection of candidates for Helper, the preference shall be given to the elder candidate
(i.e. Candidate with more age shall be considered).
>The name of the selected AAYA / Helper shall be displayed on the Notice Board of the school / Municipal Ward
/ ZEO office 7 days before the commencement of the academic session.

APPEAL:
> If anybody feels aggrieved with selection of Helper / AAYA, an appeal shall be referred to the Chief Education
Officer, Srinagar within period of 15 days from selection. 2nd Appeal, if any, may be filed before the Director, School
Education, Kashmir.

PREMATURE TERMINATION:

>In case of any misconduct, misbehaviour and poor performance while discharging duty by a Helper / AAYA, as noticed/reported, the concerned Head of Institution (HOI) shall have the right to terminate the services of Helper / AAYA in consultation with the Municipal Ward with due adherence to the prescribed procedures, as the case may be. The replacement shall be made within 7 days.

JOB CHART OF HELPER / AAYA:

>The Helpers / AAYAs for pre-primary sections of Govt. Schools shall have to perform below mentioned suggestive tasks:

> Escorting the children at their arrival, departure, between activities (for example while moving to outdoor
areas, playground and toilet etc).

>Maintaining the hygiene of the children—Toileting, hand washing, cleanliness of children etc.

>Helping the teacher in preparing class for activities, like setting up material, making arrangements for day-to-
day activities.

>Assisting the children in taking food under the supervision of teacher, under PM POSHAN (MDM).

>Any other assignment given by HOI for proper care of childre
