The Central Bureau of Investigation (CBI) on Monday gathered all evidence related to the alleged NEET-UG 2024 paper leak from the Economic Offences Unit (EOU) of Bihar police, which had previously managed the inquiry before the CBI assumed control.

Meanwhile, multiple student unions organised large-scale protests over accusations of misconduct in NEET examinations.

Here are the top 10 updates on 2024 NEET-UG row:

1. The physical evidence gathered by the Central Bureau of Investigation (CBI) from the Economic Offences Unit (EOU) of the Bihar police consisted of a partially burnt question paper discovered at a residence in Patna, mobile phones belonging to the individuals arrested, laptops, post-dated cheques, and reference question papers supplied by the National Testing Agency (NTA).

2. A team comprising two members from the CBI is likely to record statements from 18 individuals who have been arrested in the case. This group includes Sikandar Yadavendu, the main suspect, along with his accomplices, several applicants, and their parents. It is likely that the central agency will transport the accused to Delhi for thorough questioning, pending a transit remand granted by a court.

3. CBI officials said it plans to file FIRs regarding the destruction of evidence. Additionally, they intend to initiate cases related to disproportionate assets (DA) against certain individuals accused of being public servants.

4. Amid heightened scrutiny of the NEET-UG paper leak, the CBI has assumed control of five cases originating from Bihar, Gujarat, and Rajasthan. Currently, the CBI has initiated legal proceedings relating to suspected misconduct, invoking IPC sections 120B (criminal conspiracy) and 420 (cheating), among others.

5. According to sources, Yadavendu, identified as the primary suspect in the investigation, has a documented record of engaging in illegal activities and has previously served a jail term. Additionally, there are allegations of significant wealth accumulation that exceeds what can be accounted for by his legitimate income.
6. Several student organisations, such as the Students’ Federation of India (SFI), Tribal Students Union (TSU), Democratic Youth Federation of India (DYFI), and Tribal Youth Federation (TYF), have organised a large-scale protest against alleged corruption within the NEET examinations.

7. On Monday, students across various cities organised protests where they displayed placards and voiced chants, calling for the prompt resignation of Union Education Minister Dharmendra Pradhan. They said this incident has caused emotional and psychological strain to students who diligently prepared for exams.

8. On Monday, West Bengal Chief Minister Mamata Banerjee appealed to Prime Minister Narendra Modi to consider eliminating NEET and returning to a system where states administer the exam, citing concerns arising from recent allegations of paper leaks.
9. Only 813 out of 1,563 students attended the NEET-UG re-exam on Sunday. Those who missed the re-test will retain their initial scores, excluding any additional marks granted. According to a Supreme Court directive, a re-exam was conducted at seven locations. In Chandigarh, none of the two eligible candidates attended. In Chhattisgarh, 219 out of 602 eligible candidates participated, while in Gujarat, the retest saw only one candidate. Haryana had 287 participants out of 494 eligible candidates, and in Meghalaya, 234 out of 464 eligible candidates appeared for the retest.

10. According to a statement by the National Testing Agency (NTA), a total of 63 candidates from various regions across the country have been barred because of malpractices. As many as 17 candidates from Bihar and 30 candidates from Godhra centres of Gujarat have been among those debarred for malpractices during the NEET examination.

Rain Spell Predicted From June 29-July 4

Srinagar, June 25: Weatherman here on Tuesday forecast generally dry weather even as the possibility of brief spell of rain and thundershower at few places towards late afternoon have not been ruled as a possibility in Jammu and Kashmir.

A meteorological department official here told GNS that generally dry weather was expected till June 28 with possibility of light rain/thunder at isolated places.

From June 29-30, he said, fresh spells of rain and thundershower were likely at many places.

“Partly to generally cloudy with intermittent spells of light to moderate Rain/Thunder at many places is expected from July 1-4,” he said.

Regarding the temperature, he said, Srinagar recorded a low of 16.6°C against 15.9°C on the previous night and it was 0.5°C below normal for the summer capital of JK for this time of the year.

Qazigund recorded a minimum of 14.4°C against 12.8°C on the previous night and it was 1.1°C below normal for the gateway town of Kashmir, he said.

Pahalgam recorded a low of 9.4°C against 9.6°C on the previous night and it was below normal by 1.5°C for the famous resort in south Kashmir.

Kokernag, also in south Kashmir, recorded a minimum of 15.3°C against 13.7°C and it was 0.1°C above normal, the official said.

Kupwara town recorded a low of 14.3°C against 14.6°C on the previous night and it was below normal by 1.0°C for the place, the official said.

Gulmarg recorded a minimum of 11.0°C against 9.5°C on the previous night and it was normal for the world famous skiing resort in north Kashmir’s Baramulla district.

Jammu, he said, recorded a low of 28.9°C and it was above normal by 2.6°C for the winter capital of J&K. Banihal recorded a low of 15.4°C, Batote 16.8°C and Bhaderwah 14.2°C, he said. (GNS)

J&K government accords sanction to implementation of 3-tier faculty structure in GMCs of Jammu, Srinagar

Faculty, structure brought in conformity with NMC norms, 107 Lecturers re-designated as Assistant Professors

Srinagar, June 24 (GNS): In a major reform in Medical Education, the J&K government has accorded sanction to implementation of 3-tier faculty structure in GMCs of Jammu and Srinagar including both the Super Specialty Hospitals associated with these Colleges with upgradation/re-designation of 287 Lecturers.

“With in-principle approval to implementation of the 3-tier faculty structure in these GMCs there will be creation of another 136 posts at the level of Associate Professor and Professor to further strengthen and improve teaching and patient-care in these reputed medical institutions”, informed an official spokesperson of Health and Medical Education Department while elaborating on the subject.

Pursuant to approval of the Administrative Council , an executive order has been issued by Secretary, Health and Medical Education, Dr. Syed Abid Rasheed Shah, according sanction to implementation of 3-tier faculty structure in these GMCs effecting restructuring of faculty arrangement in these premier institutes. This will bring these Medical entities at par with the faculty structure of newly established GMCs and in tune with the mandatory norms of National Medical Commission’s Teachers Eligibility Qualifications in Medical Institutions Regulations, 2022.

Pertinently, the National Medical Commission had in 2009 abolished the designation/post of Lecturer in Medical Education and prescribed only 3-tier faculty structure of Professor, Associate Professor and Assistant Professor. However, in J&K, the post of Lecturers continued to remain existent with a 4-tier faculty structure in GMC Jammu and GMC Srinagar.

During inspections of these GMCs, the NMC did not count the Lecturers as faculty. In new GMCs of J&K, the Medical Education Department has already put in place 3-tier faculty structure and appointed faculty as per NMC norms, with the post of Assistant Professor as entry level post. The faculty associations of GMCs Jammu and Srinagar have for long been demanding abolition of the post of Lectures and implementation of NMC norms on faculty structure.

Besides, restructuring of faculty in GMC Jammu and GMC Srinagar was also recommended by Y K Chawla Committee set up by the High Court of J&K and Ladakh. A proposal of the Medical Education Department for abolition of all the posts of Lecturers in these two GMCs and up-gradation and creation of equal number of posts at the level of Assistant Professor, Associate Professor and Professor in 3-tier faculty structure was earlier concurred to in-principle by the Finance Department.

The UT’s Administrative Council, the highest decision making body, has given its nod to the Health and Medical Education department’s proposal for implementation of 3-tier faculty structure in-principle and has directed the Department to upgrade 287 posts of Lecturers as Assistant Professor. The Administrative Council has also directed the Health and Medical Education Department to amend Recruitment Rules which were last framed in 1979. The Department has in both the GMC approved the corresponding increase of 136 posts which are being created at the level of Associate Professor and Professor. The Health and Medical Education Department has already initiated the process for creation of posts at higher level and framing of new Recruitment Rules in tune with NMC norms.

The restructuring of both the GMCs will also enable these Institutions to apply for more PG seats and will have the likelihood of substantial funding from the Ministry of Health and Family Welfare Government of India. Subject to fulfilment of requisite criteria, the two GMCs will be eligible to apply for nearly 300 PG seats thereby improving the specialist doctor/patient ratio in the UT.(GNS)

The Jammu and Kashmir Board of School Education (JKBOSE) has released a series of important notifications regarding the academic and examination processes for various classes. 4. Updated Syllabi and Courses of Studies for Class 10th
JKBOSE has updated the syllabi and courses of studies for the Secondary School Examination (Class 10th) for the academic session 2024-25. Students and teachers are advised to refer to the updated curriculum for their preparations.

5. Extension of Last Date for Periodical Inspection Fee
A circular has been issued extending the last date for depositing the periodical inspection (extension) fee. This extension provides additional time for compliance with inspection fee requirements.

6. UFM Notifications for Class 11th and Deferred Cases for Class 10th
Unfair Means (UFM) notifications have been released for HSP-I (Class 11th) Session Annual Regular 2024 for both soft and hard zones, as well as for deferred cases of the Secondary School Examination (Class 10th) Session Annual Regular 2024 for the hard zone of Jammu & Kashmir.

ED arrests 2022 JKSSB sub-inspector exam paper leak case ‘kingpin’

Jammu, Jun 24: The Enforcement Directorate on Monday arrested the alleged mastermind of the 2022 JKSSB sub-inspector recruitment exam paper leak case as part of a money-laundering investigation, official sources said.

Yatin Yadav, a suspected tout, was arrested in Jammu under criminal sections of the Prevention of Money Laundering Act (PMLA), the sources said.

The Jammu and Kashmir Services Selection Board (JKSSB) sub-inspector recruitment exam was held on March 27, 2022.

The Enforcement Directorate (ED) case stems from a Central Bureau of Investigation (CBI) FIR and charge sheet.

Being the “kingpin” of the alleged paper leak gang, Yadav executed a well-crafted plan involving other accused touts based in Haryana and Jammu and Kashmir to arrange candidates willing to access the leaked paper against monetary payments ranging from Rs 15 lakh to Rs 30 lakh, the sources said.

Post examination, the payments collected from the aspirants — mainly in cash — were routed to Yadav’s bank accounts, they said.

The ED had earlier attached Yadav’s bank accounts, a company called New Global Fumigation Corporation and assets of some others worth Rs 1 crore as part of its probe.–(PTI)
