813 of 1,563 candidates awarded grace marks in NEET-UG appear for retest

New Delhi, Jun 23: As many as 813 of the 1,563 candidates who were earlier awarded grace marks in NEET-UG appeared for a retest on Sunday, officials said.

The retest was conducted at seven centres following an order from the Supreme Court. The grace marks were awarded to make up for the loss of time at six centres where the examination started late on May 5.

“At least 52 per cent — 813 out of 1,563 candidates — appeared for the retest on Sunday,” a senior National Testing Agency (NTA) official said.

Amid a raging row over alleged irregularities in the medical entrance exam, the NTA on Sunday debarred 17 candidates who had appeared for the exam on May 5 at centres in Bihar.

The agency had earlier debarred 63 candidates for adopting unfair means in the exam. On Saturday, 30 additional candidates from Gujarat’s Godhara were also debarred.–(PTI)

JKBOSE NMMSS Scholarship 2024, Eligibility, Application process, Exam Date

JKBOSE Announces National Means-cum-Merit Scholarship Examination Date

The Jammu and Kashmir Board of School Education (JKBOSE) has announced the date for the National Means-cum-Merit Scholarship Scheme (NMMSS) Examination 2023-24. The centrally sponsored scholarship scheme will be held on July 8, 2024 (Monday) across the Union Territory of Jammu and Kashmir for all eligible candidates who have applied for the same.

The exam will consist of two papers: Paper I (Mental Ability Test) and Paper II (Scholarship Ability Test). Both papers will be 90 minutes each and carry 90 marks. Paper I will be held from 11.00 am to 12.30 pm and Paper II will be held from 01.00 pm to 02.30 pm.

The Centre Notice for the examination will be available on the JKBOSE official website https://jkbose.nic.in/ prior to the date of examination.

Who is eligible for the NMMSS scholarship?

Crisis blowback at NTA may delay CUET UG 2024 results, admissions calendar

CUET-UG is the single-window test for admissions to a majority of undergraduate programs at 46 Central universities, including Delhi University (DU), Allahabad University, and Banaras Hindu University (BHU).

As the National Testing Agency (NTA) grapples with paper leak allegations involving NEET-UG and UGC-NET, the controversy could delay the Central University Entrance Test (CUET-UG) results and cast a shadow over the undergraduate admissions calendar across Central universities, The Indian Express has learned.

CUET-UG is the single-window test for admissions to a majority of undergraduate programs at 46 Central universities, including Delhi University (DU), Allahabad University, and Banaras Hindu University (BHU).  This year, the entrance test was held in hybrid format — online as well as pen-and-paper mode — over multiple shifts between May 15 and May 31.

While the NTA’s information bulletin provides June 30 as the date for declaration of CUET-UG results, a senior official at the agency said that this deadline, in the present scenario, is unlikely to be met. The official added that the exam’s provisional answer key, in all probability, will only be released next week. After which, the agency will take “a week to 10 days” to release the final results.

This would mean a delay in the admissions calendar for all participating universities. For instance, at Delhi University, the second phase of its admission process — which consists of applicants indicating their college and programme preference on the online portal — cannot start unless the CUET-UG results are declared. According to a DU official, the university was planning to open admissions portal for phase two by July 2.

“Although there’s no communication to us on results delay, if there’s one, we don’t have an option but to adjust our calendar accordingly,” said a DU official. This year, there are 71,000 seats at the university that will be filled based on CUET-UG score and the university was planning to start its new academic year by August 1.

At Jawaharlal Nehru University, admission through CUET-UG score is used for admission to its language-specialized undergraduate programs and BSc-MSc Integrated Programme in Ayurveda biology. “If there is a delay in the CUET result announcement, then there will be repercussions on the admissions cycle of the entire country and not just JNU. But for now, we will only proceed forward and decide what to do if there is a delay based on how and when the NTA would notify us,” said an official at JNU.

Bhaskar Bhattacharya, the chairman of central admission committee BHU, said: “If there is going to be a delay in this year’s CUET results, there is definitely going to be an impact on our academic calendar. Ideally, if the results would be announced by June 30, our session this year would start at the latest by mid or end of August. But if there is a delay, since as per the NEP, it is a four year program, our modification plans would include cutting down on vacations and adjusting the academic calendar for these students. Additionally, if there is a delay this year, we won’t be able to start our new session in August.”

The NTA conducts CUET-UG on behalf of the University Grants Commission (UGC). The Commission’s chairperson M Jagadesh Kumar did not respond to calls and SMSes seeking comment.

This, however, is not the first time that CUET-UG results have been delayed. The three-year-old entrance test, in its debut year (2022) was plagued with teething issues and technical glitches which led to results being declared as late as September. Last year, too, results were announced mid-July, to mainly accommodate candidates from Manipur since the state was witnessing an ethnic conflict, but this time, universities were hoping for a timely announcement so that they could start their academic session on time.

Centre Orders CBI Inquiry into Alleged Irregularities in NEET-UG

The government ordered a CBI probe into allegations of irregularities and malpractice in the NEET UG examination, stressing the need for transparency and a comprehensive investigation.

The central government on Saturday ordered a CBI probe into the allegations of irregularities and paper leak in the conduct of the NEET examination for admission to undergraduate medical courses.

The Union Ministry of Education, in a statement, said that “certain cases of alleged irregularities/cheating/impersonation/malpractices have been reported” with regard to the NEET examination and that “for transparency in the conduct of the examination process, the Ministry of Education, after a review, has decided to entrust the matter to the CBI for a comprehensive investigation”.

“The government is committed to ensure the sanctity of examinations and protect the interest of students. It is reiterated that any individual/ organisation found to be involved will face strictest action,” the ministry emphasised.

The NEET-UG was held on May 5 across 4,750 centres in the country and around 24 lakh candidates took it. The results were announced on June 4, ten days ahead of the expected date.

Allegations of question paper leaks and malpractices were raised immediately after the results, as over 67 students secured the maximum marks, with some of them coming from the same examination centres. An initial probe by the police discovered irregularities and paper leaks in Bihar, and some candidates have also come forward publicly, claiming they received question papers on the eve of the examination.

The allegations have led to protests in several cities and the filing of petitions in several high courts as well as the Supreme Court.

The CBI is also probing the alleged paper leak of the UGC NET examination, which was held on June 18 this year and cancelled two days later on June 20, citing that its “integrity was compromised”. The CBI registered an FIR in the matter on June 20.

Meanwhile, the Union Health Ministry also postponed the NEET-PG entrance examination scheduled to be held on June 23, as well as CSIR-NET, as a “precautionary measure” in the wake of recent allegations regarding the integrity of certain competitive exams.

Amid the massive row, the NTA Director General Subodh Singh was shunted out on Saturday and senior bureaucrat Pradeep Singh Kharola has been appointed as the agency’s new head. Also, a seven-member high-level panel has been set up headed by former ISRO chief K Radhakrishnan to review the NTA’s functioning and recommend exam reforms.

Jammu, June 23: A proposal has been mooted for promotion of four IPS officers of 2007 batch, presently posted as DIGs, as IGPs and six IPS officers of 2011 batch from SSPs to DIGs. The proposal is under consideration of the UT Government and a decision is expected within few days in consultations with the Union Home Ministry.

Official sources told the Excelsior that there has been shortage of IPS officers in the rank of IGPs and DIGs as many officers have proceeded on the Central deputation. Some of the Additional DGPs have been holding additional charge of the IGPs.

Sources said four DIGs, who are IPS officers of 2007 batch, are tipped to be promoted as IGPs.

They include Sunil Gupta, DIG Jammu-Samba-Kathua Range, Sujit Kumar, DIG CID Kashmir, Vivek Gupta, DIG North Kashmir and M Suleman Choudhary, DIG Personnel (Police Headquarters).

The officers are eligible for promotion as IGPs on January 1, 2025.

However, as per the sources, keeping in view the urgent requirement of the officers in the rank of IGP, the Government can promote them six months in advance in relaxation of the rules, a practice which has been followed earlier also.

Similarly, six IPS officers of 2011 batch are likely to be promoted as DIGs from the rank of SSPs.

Ambarkar Shriram Dinkar, who is ranked No. 1 in 2011 batch will be accorded proforma promotion as he is on deputation with the Government of India while six officers are expected to be promoted as DIGs as they are posted in the Union Territory of Jammu and Kashmir.

They include Dr Vinod Kumar, SSP Jammu, Maqsood-ul-Zaman, Staff Officer to IG Traffic Jammu and Kashmir, Mubassir Latifi, Commandant Indian Reserve Police (IRP) 10th battalion headquartered at Anantnag, Shiv Kumar Sharma, Principal PTTI Vijaypur, Rashmi Wazir, Commandant IR 12th battalion headquartered at Nud, Samba and Rajeshwar Singh, SSP CID Headquarters.

Dr Vinod Kumar is Direct Recruit while five other IPS officers of 2011 batch are from State Police Services (SPS).

All of them are eligible for promotion on January 1, 2025 and are likely to be promoted as DIGs six months in advance in relaxation of the rules.

Eight posts of DIGs are lying vacant in Jammu and Kashmir.
As per the sources, since Jammu and Kashmir is now part of AGMUT cadre, the UT Government has to take consent of the Union Home Ministry for promotions. However, since Jammu and Kashmir is facing shortage of officers in the ranks of IGPs and DIGs, the permission is expected to be granted, they said.–(Daily Excelsior)
