Fuel Shortage Intensifies in J&K as Truckers’ Strike Persists, Leading to Surge in Petrol Pump Crowds

Truckers’ Strike Hits Fuel Supply In J&K, Petrol Pumps See Huge Rush

Jammu/Srinagar, Jan 2: There was massive queues at fuel stations across Jammu and Kashmir on Tuesday as the truckers’ strike against stricter punishments in hit-and-run cases in the new law hit supplies in the region and triggered a panic-buying spree.

The J&K fuel station owners’ association said 90 per cent of petrol pumps have gone dry in Jammu and in the next few hours, all stocks will run out as 1,500 tankers carrying fuel to the Union territory and Ladakh were on strike.

The strike will continue and drivers will not return to work unless the new legislations are repealed, the All J&K Petrol Tanker Owners’ Association has said.

Hundreds of vehicles lined up at most of the fuel stations in Kashmir, leading to traffic snarls in some parts of Srinagar and elsewhere in the Valley.

Under the Bharatiya Nyaya Sanhita, which is set to replace the colonial-era Indian Penal Code, drivers who cause serious road accidents due to negligent driving and run away without informing police or the administration face up to 10 years in prison or a fine of Rs 7 lakh. Truckers in several states launched a protest against the “stringent provision” on Monday.

Divisional Commissioner, Kashmir, V K Bidhuri said, “There is an impact of the nationwide strike here as well. But we have 21 days’ stock of diesel and 24 days’ stock of petrol available at the depots in the Valley. We also have over 20 days’ stock of LPG available.”

“I have held a meeting with the representatives of the oil companies as well. There is no need to panic,” he added.

Meanwhile, a fuel station manager in Srinagar said their stock will last for another day at the most. “We had enough supplies to last four to five days, but since everyone is filling full tanks and there is a huge rush, the stock will last maximum for a day,” he added.

In Jammu, some fuel station owners have also sought police help to deal with the situation.

Rakshit Singh, who works at the petrol pump in Bohri, said, “There are orders from the administration to ration fuel, and right now, we are only giving petrol worth Rs 1,000 and 10 litres of diesel to cars.”

A number of people standing in queues outside the petrol pumps said they have been waiting for nearly an hour, and even more in some cases, for their turn.

“We have been in this long queue for the past one and a half hours… There are over 300 vehicles. Everyone is panic-stricken,” Kapil Sharma told PTI outside the Udhaywala fuel pump.

Healthcare worker Sunita expressed concerns about the prevailing situation. “I am worried… what will happen in case the strike extends to a longer period,” she said.

Anand Sharma, president of the All J&K Petrol Tanker Owners’ Association and the J&K Fuel Station Owners’ Association, said over 1,500 oil tankers have been on strike since Monday morning.

“The situation is going to get worse if the government fails to roll back the black law imposed on us. Ninety per cent of pumps have gone dry and in the next two hours, all the fuel stations will go dry. The government has bitterly failed to address the issue,” he told PTI.

Sharma added that if the situation continues like this, there will be no fuel supply for the armed forces and the public which will badly hit normal life in J&K and Ladakh.

The strike will continue and drivers will not return to work unless the new legislations are repealed, he said.

All J&K Transporters’ Welfare Association chairperson Ajit Singh said that a written representation would be given to the lieutenant governor.–(PTI)

Tentative seniority list for PG Masters/Teachers in the discipline of Kashmiri

Ensuring Fairness in Seniority Lists for PG Masters/Teachers in Kashmiri Discipline

In a recent development, the School Education Department has issued a tentative seniority list for PG Masters/Teachers in the discipline of Kashmiri as of January 1, 2023. This move follows the previous issuance of an updated seniority list on July 1, 2018, via Government Order No. 917-JK(Edu) of 2022.

The update came about as the Directorates of School Education, Jammu/Kashmir, forwarded additional service particulars/bio-data of some PG Masters/Teachers in Kashmiri for inclusion in the seniority list. However, the process revealed certain discrepancies related to the pursuit of PG degrees during service.

SSB Recruitment 2024 Check Eligibility, 2064 Vacancies, Last Date

According to Government Order No. 940-Edu of 2017, dated November 17, 2017, pursuing a PG degree during service requires proper permission and admissibility of leave from the competent authority at the relevant time. The department discovered that some individuals had obtained their PG degrees through regular/distance mode during service without obtaining the necessary permission/leave.

In addressing this issue, the Department decided to conditionally include these individuals in the seniority list. Their inclusion and subsequent promotion are subject to obtaining permission for pursuing a PG degree during service from the competent authority on merits.

To ensure transparency and fairness, the Department has meticulously examined objections filed by incumbents for additions, deletions, or corrections in the seniority list. As a result, a tentative seniority list as of January 1, 2023, has been prepared and is open for scrutiny.

Members of the cadre who find themselves either excluded from the list or dissatisfied with their position are invited to submit objections along with authenticated documentary proof of their service particulars/bio-data. The objections must be filed through the concerned Directorates and should reach the Administrative Department within 10 days from the date of the list’s issuance. It’s crucial to note that no objections will be entertained beyond this stipulated time period.

To facilitate accessibility, the tentative seniority list is available on the official website of the School Education Department (www.jkeducation.gov.in). This step is taken to ensure transparency, allowing individuals to verify their positions and raise concerns within the given timeframe.

In conclusion, the Department’s commitment to fairness and adherence to guidelines is evident in this process. By inviting objections and providing a window for rectification, the aim is to establish a reliable and just seniority list that accurately reflects the contributions and qualifications of PG Masters/Teachers in the discipline of Kashmiri.

Can the Government Achieve a Unified School Curriculum Successfully?

0

Will the Government succeed in ensuring a common curriculum in schools?

Syed Rizwan Geelani

The Jammu and Kashmir Board of School Education (BOSE) in December 2023 issued a fresh notification directing all private schools to prescribe textbooks published by the Board for all classes, from 1st primary to class 12th, starting from the upcoming 2024-25 academic session.

This marks the fifth such notification in the past five years- from 2016 to 2023, emphasizing the implementation of a common curriculum across all government and private recognized schools in Jammu and Kashmir.

To ensure strict adherence to the directive, the JK Board in its latest notification invoked Section (10) of the JKBOSE Act, 1975, along with amendments under the Reorganization Act, 2019, dated October 5, 2020.

The Board justified its action by citing the Act’s provisions, which grant the Board the authority to prescribe courses of instruction, prepare curricula and syllabi, and prescribe textbooks for various levels of education.

Despite previous circulars in 2016, 2018, 2020 and 2022, the implementation of a common curriculum has faced several challenges.

The crux of the issue lies in the perennial struggle between the government’s attempts to establish a common curriculum and the private schools’ resistance.

Private schools have been accused of making money by prescribing textbooks from private publishers, exacerbating the financial burden on parents.

Following the issuance of fresh circular instructions by JKBOSE, the association of booksellers came up with their grievances saying that the JKBOSE decision to have a common curriculum will affect their business. The booksellers have urged the government to withdraw their decision to safeguard the business of the booksellers.

The directive to adopt a common curriculum in all schools has been issued as the private schools have been accused of exploiting parents by prescribing textbooks from private publishers at exorbitant rates, which are not readily available in the open market but supplied to specific bookshops.

But the government’s failure to implement its own circulars has added to the complexity of the situation.

Circular instructions issued in January 2023 were delayed due to legal challenges, resulting in a setback for the 2023 academic session. The instructions were challenged by the private school body in court, however the Court announced a decision in favour of JKBOSE following which the fresh instructions were issued in December 2023.

Earlier, the Private school body had raised queries over the quality of paper and content of JKBOSE textbooks and urged the government to relax the rules in the interest of the students.

In response to concerns raised by private schools in early 2023, the JK Board assured review of the syllabi, content and the paper quality besides claiming the timely distribution of textbooks to all private schools. However, the reality on the ground did not align with the government’s claims, as textbooks were not distributed on time, leading private schools to continue with their own curriculum for lower classes.

The 2023 academic session witnessed a significant delay in textbook distribution, affecting both students and teachers and disrupting the overall academic schedule.

The 2023 marked the first March session in all the schools and the JKBOSE had enough time to complete the process in time but ironically it failed to come to the expectations of the stakeholders.

According to the official schedule notified by JKBOSE in 2023, the process for distributing textbooks was set to commence on April 5, 2023. The books were expected to reach all zones across Kashmir by the last week of April or the first week of May. However, this timeline was not met, leaving students at the receiving end.

Following the delay in distribution of textbooks, the JKBOSE notified another schedule for distribution of textbooks wherein the process extended till July ending. This was seen as a main weakness of the JK Board as it could not distribute textbooks in government schools on time, not to talk of private schools.

The delayed distribution of textbooks was one of the major hurdles for the department. While textbooks were supposed to be distributed from April 5, 2023, they reached some schools as late as July. This posed a challenge for both students and teachers, affecting the overall academic schedule.

Despite this, in December 2023, the JKBOSE issued strict instructions for private schools to adopt its prescribed textbooks for classes 1st to 12th, threatening cancellation of registration for any deviation.

This move has sparked a debate over the implementation of a common curriculum, especially as private schools are contemplating a switch to the Central Board of Secondary Education (CBSE).

Most of the renowned schools from north to south Kashmir districts are processing their files for affiliation with CBSE.

In June 2023, the Ministry of Education (MoE) sought a timeline for the affiliation of JKBOSE-affiliated schools with CBSE, raising questions about the future role of JKBOSE as the regulatory authority for government and private schools.

As stakeholders express concerns over the continuity of JKBOSE, the conflict between the Ministry’s pursuit of CBSE affiliation and the Board’s directive to adopt its textbooks adds to the complexity of the situation.

While the implementation of a common curriculum is a positive step for equalizing educational opportunities, the real challenge lies in whether BOSE authorities can effectively enforce these directives on the ground. Only time will reveal the extent of the impact of these recent developments on the education landscape in Jammu and Kashmir. (GK)
