Night Temp Rises Amid Cloud Cover, Mercury Set To Fall Further During Daytime In Kashmir

Srinagar, Jan 29 (GNS): Night temperature recorded a significant increase amid cloudy cover on Monday, the last day of the 40-day harsh period of winter—‘Chillai-Kalan’. Except Gulmarg which received 10 cms of snowfall in the last 24 hours till 0830 hours, all places in Jammu and Kashmir recorded above freezing point temperature, a meteorological department official here told GNS.

He said Srinagar, which received 1.1mm of rain in the last 24 hours , recorded a low of 3.6°C against 3.3°C on previous night and it was 4.6°C below normal for the summer capital of J&K for this time of the year.

Qazigund recorded a minimum of 2.0°C against minus 0.6°C on the previous night, he said. The minimum temperature was 4.6°C above normal for the gateway town of Kashmir, the MeT official said.
Pahalgam, which had 2 mm of rain, recorded a low of 0.7°C against minus 0.6°C on the previous night and it was 6.8°C above normal for the famous resort in south Kashmir.

Kokernag, also in south Kashmir, recorded a minimum of 0.5°C against minus 0.1°C on the previous night and the temperature was above normal by 3.1°C for the place, the official said.

Kupwara town in north Kashmir, which had 9.8mm of rain, recorded a low of 0.5°C against 2.1°C on the previous night and it was 4.2°C above normal there, the official said.

Gulmarg, the official said, recorded a low of minus 3.2°C against minus 3.5°C on the previous night and the temperature was 4.3°C above normal for the world famous skiing resort in north Kashmir.

Jammu, he said, recorded a minimum of 9.3°C and it was below normal by 0.6°C for the winter capital of J&K.

Banihal recorded a low of 4.0°C, Batote 5.1°C and Bhaderwah 3.2°C, he said.
The MeT official said that in next 24 hours, there was possibility of light to moderate rain and snow at many places of J&K. “There is possibility of heavy snowfall over isolated higher reaches of Kashmir Division (Kupwara, Baramulla, Bandipora, Ganderbal, Shopian, Anantnag and Kulgam districts).”

On January 30-31, he said there is possibility of light to moderate rain/snow at many places of J&K with chances of heavy snowfall over few higher reaches in these seven districts.

From February 1-2, he said, generally cloudy weather with light rain and snow was expected at many places towards late afternoon and evening.

From February 3-4, he said, there is possibility of light to moderate rain and snow at many places of J&K.

“There is possibility of intermittent light to moderate rain with thunder and lightning in plains of Jammu Division with light snowfall over higher reaches with moderate snowfall over isolated higher reaches during 28th night to 31st January.”
He said that weather system may lead to temporary closure of roads of higher reaches and important passes like Sinthan pass, Mughal Road, Sadhna, Razdan pass, Zojila etc. particularly during January 28-31.

“Travellers are advised to Plan accordingly,” he said, adding, “Farmers are advised to withhold irrigation and fertilizer application and drain out excess water from orchards and fields during the period.”

While night temperature is tipped to see rise, he said, significant drop in day mercury is expected during the period.

Kashmir valley is under ‘Chillai-Kalan’, the 40-day harsh period of winter, which will end on January 29. However it does not mean an end to the winter. It is followed by a 20-day-long period called ‘Chillai-Khurd’ that occurs between January 30 and February 19 and a 10-day-long period ‘Chillai-Bachha’ (baby cold) which is from February 20 to March 1. JKSSB Document Verification for matric level posts

Srinagar, January 28: The Jammu and Kashmir Services Selection Board (JKSSB) has announced a final opportunity for document verification for candidates who applied for matric level posts.

In a notification issued today, the JKSSB said that candidates who were called earlier for document verification on January 15 and 16 but could not appear due to various reasons, will get a last chance on January 31.

The notification signed by JKSSB’s Controller of Examinations, Reyaz Ahmad Malik, said the document verification will be held at the board’s office in Jammu for candidates who had opted for Jammu center and Srinagar office for candidates who had opted for Kashmir center.

The candidates have been asked to report at 11 AM sharp on January 31, failing which no further claims will be entertained by the board.

Earlier, the JKSSB had issued a notification on January 5 calling these candidates for document verification on January 15 and 16.

The posts for which document verification is being conducted include Junior Assistant, Junior Stenographer, Driver, Class-IV and others at matriculation level.

The final document verification is being held to fill vacant positions advertised by the JKSSB in May 2022. Thousands of candidates had applied for various posts.

CUET PG 2024 Extended Registration Ends January 31st

NTA to close registration for CUET PG 2024 on Jan 31. Apply online at pgcuet.samarth.ac.in.

The National Testing Agency (NTA) will close the extended registration window for the Common University Entrance Test for Postgraduate or CUET PG 2024 on January 31. Interested candidates can apply online through the official website at pgcuet.samarth.ac.in

According to the revised schedule, the application form correction window will be from February 2 to 4, and the exam fee deadline is February 1, 11:50 pm.

Exam city slips for the CUET PG will be available on March 4. The admit cards will be made available online on March 7. The dates of CUET PG 2024 are March 11–28. The answer keys will be made available on April 4.

The Ministry of Education (MoE) on Sunday clarified that no reserved posts can be de-reserved after draft guidelines by the University Grants Commission (UGC) proposed that any vacancy reserved for SC, ST and OBC candidates can be declared unreserved if enough candidates from these categories are not available

The ‘Guidelines for Implementation of the Reservation Policy of the Government of India in Higher Education Institutes (HEIs)’ are in the public domain for feedback from stakeholders.

The draft guidelines have drawn flak from several quarters. The Congress alleged there is a conspiracy” to end reservation given to SCs, STs and OBCs in posts in higher education institutions and that the Modi government is only doing “politics of symbolism” on the issues of Dalits, backward classes and tribals.

The JNU Students Union (JNUSU) has announced a protest against UGC Chairman M Jagadesh Kumar on the issue on Monday.

Kumar also clarified that there has been no de-reservation of reserved category positions in Central Educational Institutions (CEI) in the past and there is going to be no such de-reservation.

“Reservation in Central Educational Institutions is provided for all posts in direct recruitment in Teacher’s cadre as per the Central Educational Institutions (Reservation in Teachers’ Cadre) Act, 2019.

“After enactment of this Act, no reserved post is to be de-reserved. Ministry of Education has given directives to all the CEIs to fill up the vacancies strictly as per the 2019 ACT,” the Ministry of Education wrote on X.

The UGC chairman also posted: “This is to clarify that there has been no de-reservation of reserved category positions in Central Educational Institutions in the past and there is going to be no such de-reservation.

“It is important for all HEIs to ensure that all backlog positions in the reserved category are filled up through concerted efforts.”

According to new draft guidelines by the UGC: “A vacancy reserved for SC or ST or OBC cannot be filled by a candidate other than an SC or ST or OBC candidate, as the case may be.

“However, a reserved vacancy may be declared unreserved by following the procedure of de-reservation where after, it can be filled as an unreserved vacancy.”

“There is a general ban on de-reservation of reserved vacancies in case of direct recruitment. However, in rare and exceptional cases when a vacancy in a Group A service cannot be allowed to remain vacant in public interest, the University concerned may prepare a proposal for de-reservation of the vacancy giving the following information: The proposal will be required to list — efforts made to fill up the post; reasons why it cannot be allowed to remain vacant and justification for de-reservation.

“The proposal for de-reservation in case of Group C or D should go to the Executive Council of the University and in case of Group A or B should be submitted to the Ministry of Education, giving full details, for necessary approval. After receiving the approval, the post may be filled and reservation may be carried forward,” the draft guidelines added.

In case of promotion, if sufficient numbers of SC and ST candidates fit for promotion against reserved vacancies are not available, such vacancies may be de-reserved and filled by the candidates of other communities.

The power to accord approval to the de-reservation of the reserved vacancies in such cases will be delegated to UGC and the Ministry of Education if certain conditions are met.

“The proposal can be considered if no candidate belonging to the category for which the vacancy is reserved is available within the zone of consideration or extended zone of consideration or eligible for promotion in the feeder cadre specified in the recruitment rules.

“The approval for de-reservation has been seen and concurred in by the liaison officer for SCST of the university. The proposal for de-reservation is agreed by the appropriate authority in UGC and the Ministry of Education.

“In case of disagreement between the appointing authority and the liaison officer for SC, ST of the university, the advice of the Department of Personnel and Training is obtained and implemented,” the guidelines added.

New Delhi, Jan 28: The western Himalayan region is likely to experience the first spell of heavy snowfall this season under the influence of two back-to-back western disturbances starting Sunday, the India Meteorological Department (IMD) said on Saturday.

Mountain peaks in the western Himalayan region have so far remained noticeably bare this winter season, with the IMD attributing it to the lack of active western disturbances (WDs) — weather systems that originate in the Mediterranean region and bring unseasonal rainfall to northwest India.

The lack of active WDs can also be attributed to the prevailing El-Nino conditions, abnormal warming of surface waters in the central Pacific Ocean.

The precipitation deficit is likely to impact fresh water availability in the Himalayan region, further affecting horticulture and agricultural production, Sonam Lotus, the head of the meteorological centre in Leh in Ladakh, said.

The IMD on Saturday said a fresh western disturbance is likely to affect the western Himalayan region starting Sunday and another WD is likely to affect the region and adjoining plains of northwest India from January 31.

Under the influence of these systems, isolated heavy rainfall/snowfall is likely over Jammu and Kashmir, and Ladakh between January 28 and January 31.

”Light/moderate isolated to scattered rainfall/snowfall is very likely over Uttarakhand and light rainfall over Punjab, Chandigarh, Haryana, west Uttar Pradesh from January 31 to February 2,” the Met office said in a statement.–(PTI)

The Uttar Pradesh Police Recruitment and Promotion Board will close the online application process for 921 Sub Inspector (SI) and Assistant Sub Inspector (ASI) vacancies in the Uttar Pradesh Police today, January 28. Eligible candidates can apply for these vacancies on the official website of the board, uppbpb.gov.in.

Of the total vacancies announced, 268 are for the post of Sub-Inspector (Confidential) while 449 vacancies are for the Assistant Sub-Inspector of Police (Clerk) post and the other 204 vacancies are for the Assistant Sub-Inspector of Police (Accounts) post.

To apply for these posts, candidates have to pay an application fee of 400. They can check the detailed notification hosted on the official website to know about post-wise eligibility criteria, age limit and other details.

Candidates will be shortlisted through a three-stage process – the board will first hold a written examination, which will be followed by document verification and a physical test.

The written exam will carry 400 marks, and the duration of the test will be 2.5 hours. The exam will have 200 questions.
