Says whatever happened in Kashmir was directed from across border

Srinagar, Jul 27 (KNO): Governor of Kerala Arif Mohammed Khan on Thursday said that people in Kashmir were peace loving and the violence that occurred here was directed from the across border.

He said this while speaking to the media on the sidelines of the National Convention on Sufism in Srinagar. Lieutenant Governor Manoj Sinha, presided over the conference organised by the Cluster University of Srinagar in collaboration with J&K Academy of Arts, Culture, and Languages.

“Not even the slightest doubt I ever had about Kashmir, I know the place when I was in the Home Ministry. People in Kashmir did not know about crime and they had no connection with the violence. Whatever happened here was because of cross border and the results are in front of us”, Khan said according to the news agency—Kashmir News Observer (KNO).

He said that during his time in Home Ministry in 1985, the ratio of jail officials was higher than the prisoners at Srinagar’s central jail.

Khan said that those who were indulged in digging pits for people, they themselves fell into that and don’t have a way out to come of that now.

According to a government spokesperson, Khan, in his address, remembered the invaluable contributions of Lal Ded, Nund Rishi, Sufis, and Saints from Jammu & Kashmir in strengthening the spirit of unity and oneness.

Their teachings and writings will continue to be the beacon of light for humanity, the Governor of Kerala said.

“Our ancient heritage teaches us peace, love, and humanity. The people of all religions, all sects are one family. The continuity of our culture, values, and traditions is the biggest power of India that empowers our great nation to flourish”, he added—(KNO)

Srinagar, July 27 (KNO): School Education Department Thursday ordered blanket ban on corporal punishment and other forms of child abuse in the educational institutes across Kashmir division.

According to an order, a copy which lies with the news agency—Kashmir News Observer (KNO), Director of School Education Kashmir states that distressing complaints are pouring in regarding corporal punishment to the students in schools as per the report received from IMHANS-K resulting in Mental Health issues in school going children.

The order reads that the negative consequences of corporal punishment not only hinder the learning and development of the affected children but also create an environment of fear and hostility within the Educational Institutions

“Corporal punishment has an ill effect on the mental health of the child which is the cause of concern for the parents and the department.”

It added that whenever a child is assaulted, abused, exposed or neglected in a manner to cause physical or mental suffering by any person employed by or managing an organisation, which is entrusted with the care and protection of the child, the punishment would be rigorous imprisonment up to three years and fine up to Rs five lakh.

“On account of the cruelty, if the child is physically incapacitated or develops a mental illness or is rendered mentally unfit to perform regular tasks or has risk to life or limb, then imprisonment may extend up to ten years,” it reads—(KNO)

J&K High Court directs DC Kupwara to hold fresh enquiry into engagement of ReTs

Kupwara, Jul 27 (KNO): The J&K and Ladakh High Court has directed Deputy Commissioner Kupwara to conduct an inquiry into engagement of ReTs for which applications were invited in 2010 and submit a report within eight weeks.

The petitioner submitted in the court that she had applied for the posts of RET for which applications were invited by the ZEO Kupwara for Primary School Wani Mohallah Manzhar in 2010.

After hearing the counsel for parties, the court as per news agency—Kashmir News Observer (KNO) directed the Deputy Commissioner Kupwara to hold an enquiry into the matter and submit report to the court within eight weeks.

In view of the contradictory reports which are on the record of this petition and the fact that the earlier enquiry was conducted by the Principal, GHSS, Kupwara, the respondents cannot be heard saying that Principal, GHSS, Kupwara, had on his own conducted the enquiry, the court said.

The petition was heard by Justice Sindhu Sharma.

“With a view to test the veracity of the fact, it would be proper to get the enquiry with regard to these facts and circumstances conducted by any independent authority.

Accordingly, Deputy Commissioner Kupwara is directed to hold an enquiry with regard to the fact as to whether the petitioner had applied pursuant to Advertisement Notice dated 21.04.2010, and also with regard to the residence of the petitioner,” the court said.

The court said “Deputy Commissioner shall conduct the enquiry after issuing notice to all the parties and provide them an opportunity of hearing. The report in this regard shall be produced before this Court within a period of eight weeks.”

The case has been listed for hearing on September 22.

The petitioner contends that though she was eligible and meritorious and had applied for the above post, yet the respondents did not consider her for engagement, purportedly on the ground that she had not applied for the said post.

The chief education officer directed Principal, Girls Higher Secondary School Kupwara to conduct an enquiry in the matter and the Principal, GHSS, Kupwara stated that Incharge ReT engagement Ghulam Nabi Rather has produced original application file of the petitioner along with photocopy of master list containing 16 candidates which includes the name of the petitioner.

The petitioner submitted that no action was taken despite the report against the selected candidate, prompting the petitioner to approach the Court for seeking quashing of selection list. The plea said that the petitioner is more meritorious and entitled to be selected and selection of selected candidate Syed Talib Hussain is a product of fraud.

“They have denied the assertions as well as handing over files for verification and preparation of panel as baseless.

“In-charge, Abdul Hamid Dar, has also signed the letter provided to the petitioner under the RTI Act that she had not applied for the said post,” the petitioner told the court.

It has also been submitted that they have also denied the list of 16 candidates as completely baseless and the enquiry officer, according to them, has not gone through the report of District Education Planning Officer, Kupwara, as well as of Chief Education Officer.

Srinagar, Jul 27 (GNS): Government of Jammu and Kashmir has postponed the holiday on account of ‘Ashura’ from July 28 to July 29.

“In partial modification of Government Order No. 1596-JK(GAD) of 2022 dated 30.12.2022 and Government Order No. 1597-JK(GAD) of 2022, dated 30.12.2022, it is hereby ordered that the holiday on account of “Ashoora” shall now be observed on 29th of July, 2023 (Saturday) instead of 28″h July, 2023 (Friday)”, reads an order, a copy of which lies with GNS.

Pertinent to mention here that, the decision has been taken after Jammu and Kashmir Waqf Board had requested Government of Jammu and Kashmir to postpone holiday on account of Ashura in backdrop of receipt of a communiqué from Grand Mufti, J&K, Mufti Nasir-ul-Islam. (GNS)

ACB Traps, Arrests Girdawar Qanoongo in Kawarhama Baramulla for Demanding, Accepting Bribe

Srinagar, Jul 27 (GNS): Anti Corruption Bureau on Thursday said to have arrested a Girdawar Qanoongo in Kawarhama tehsil in Baramulla for demanding and accepting bribe in lieu of issuance and processing of a revenue extract.

Anti Corruption Bureau UT of J&K received a complaint from a resident of Magam alleging therein that Showkat Ali, Patwari Halqa Waripora, Tehsil Kawarhama, District Baramulla is demanding bribe of ₹9000 from complainant for issuance and processing of revenue extract for which he has already applied online etc”, reads a statement issued to GNS.

“The complainant in his complaint alleged that he is a resident of Tehsil Karhama. He and his brother had purchased a piece of land measuring 10 marlas under survey No. 786 situated at Pinjoora from a person. The owner of the land has executed an Agreement with complainant and the land is under the possession of the complainant”, reads the statement.

The complainant, as per the statement, further stated that he approached Patwari Halqa Waripora Tehsil Karhama namely Showkat Ali for issuance of revenue extract (Intikhab).The Patwari Showkat Ali demanded ₹10,000 for Issuance of required documents. The complainant requested the Patwari that he is a poor man and cannot pay this amount but the said Patwari told him to pay ₹9000 otherwise the work will not be done. He further alleged that the Patwari told the complainant to bring ₹5000 as first installment on 26-07-2023.

“Under these circumstances the complainant approached ACB with his complaint stating that he don’t want to pay bribe & requested for legal action against the Patwari concerned.”

“As the contents of complaint prima facie disclosed the commission of offence punishable U/S 7 of the PC Act 1988 (as amended in 2018) by accused public servant namely Showkat Ali, Patwari Halqa Waripora, Tehsil Kawarhama, District Baramulla accordingly a Case FIR No. 07/2023 was registered at Police Station Anti Corruption Bureau, Baramulla U/S 7 of the P.C Act 1988 (as amended in 2018) against public servant and the investigation of the case was started”, reads the statement.

“During the course of investigation trap team was constituted which laid a successful trap and caught the accused Showkat Ali red-handed while demanding and accepting the bribe amount of ₹5,000 from the complainant. He was arrested on the spot after completing all legal formalities”, reads the statement.

“During preliminary investigations it was found that the accused Public servant Showkat Ali was posted as GQ at Tehsil office Kawarhama but was also given charge of Patwar Halqa Waripora”, it reads adding further investigation in the case are going on. (GNS)

Indira Gandhi National Open University on Tuesday released the tentative December TEE 2023 date sheet. Candidates who are planning to appear for December Term End Examination can check and download the date sheet through the official site of IGNOU at ignou.ac.in.

As per the date sheet, the IGNOU December TEE will commence on December 1 and will end on January 5, 2024. The examination will be conducted in two shifts- first shift from 10 am to 1 pm and the second shift from 2 pm to 5 pm.

The open university will start the online submission of the examination form for December 2023 Term-end Examination soon.

NOU Hall Ticket for DEC TEE 2023 will be released at least two weeks before the exam date. Students appearing for the examination can download their hall ticket or admit card from the official website of the university- ignou.ac.in. In order to download the IGNOU hall ticket, students will need to enter their 9-digit enrolment number and the program name.

IGNOU Date Sheet 2023 has been released for December 2023 Term-End Examination. As per the tentative datasheet, IGNOU DEC 2023 TEE will commence on December 1, 2023 and conclude on January 5, 2024. As per the schedule released, the IGNOU DEC TEE 2023 will be held in two sessions; Morning Session from 10 AM to 1 PM and the Evening Session from 2 PM to 5 PM. IGNOU Date Sheet 2023: Instruction to Students 

Students who are appearing for the IGNOU Term End Examination are bound to some provisions and conditions, given below are the same for the IGNOU TEE 2023:

  • The student appearing for the exam must have completed the minimum time required to pursue the course.
  • Must have paid the examination fee for all the courses for which they are appearing.
  • Every student appearing for the exam must have submitted the required assignments within the due date.
  • The registration of the candidate for the examination is valid and not time-barred.
