MeT predicts generally dry weather in J&K from Sunday, fresh rain spell from June 29-30

Srinagar, June 22: Weatherman has forecast generally dry weather in Jammu and Kashmir from June 23-28 but said possibility of brief spell of rain and thundershower at few places can’t be ruled out.

From June 29-30, a meteorological department official here told GNS, fresh spells of rain and thundershower is expected at many places of J&K.

He said in last 24 hours till 0830 a.m., Srinagar received 1.44mm of rain, Qazigund 1.8mm, Pahalgam 5.6mm, Kupwara 2.1mm, Kokernag 6.8mm, Gulmarg 6.6mm, Jammu 0.0mm, Banihal 0.8mm, Batote 0.3mm and Bhaderwah 2.9mm.

Regarding the temperature, he said, Srinagar recorded a low of 14.5°C against 15.4°C on the previous night and it was 1.3°C below normal for the summer capital of JK for this time of the year.

Qazigund recorded a minimum of 13.2°C against 14.0°C on the previous night and it was 1.2°C below normal for the gateway town of Kashmir, he said.

Pahalgam recorded a low of 10.6°C against 10.4°C on the previous night and it was 1.0°C above normal for the famous resort in south Kashmir.

Kokernag, also in south Kashmir, recorded a minimum of 12.6°C against 15.1°C and it was 1.6°C below normal, the official said.

Kupwara town recorded a low of 13.7°C against 12.2°C on the previous night and it was below normal by 0.7°C for the place, the official said.

Gulmarg recorded a minimum of 5.6°C against 8.0°C on the previous night and it was below normal by 4.5°C for the world famous skiing resort in north Kashmir’s Baramulla district.

Jammu, he said, recorded a low of 24.9°C and it was below normal by 1.4°C for the winter capital of J&K. Banihal recorded a low of 17.0°C, Batote 16.6°C and Bhaderwah 15.2°C, he said. (GNS)

Centre notifies anti-paper leak law amid NEET, NET row: Rs 1 crore fine, jail up to 10 years for offenders

The move assumes significance amid a raging row over the cancellation of the 2024 UGC-NET following prima facie indications that the integrity of the exam may have been compromised.

As the Education Ministry and the National Testing Agency (NTA) grapple with allegations of paper leaks, the Centre Friday notified a stringent law that aims to curb malpractices and irregularities in competitive examinations.

The law which came into force from Friday night (June 21) is said to entail provisions for a maximum jail term of 10 years and a fine of up to Rs 1 crore for offenders.

“In exercise of the powers conferred by sub-section (2) of section 1 of the Public Examinations (Prevention of Unfair Means) Act, 2024 (1 of 2024), the Central Government hereby appoints the 21st day of June, 2024, as the date on which the provisions of the said Act shall come into force,” reads the notification by the Personnel Ministry.

This comes just a day after Union Education Minister Dharmendra Pradhan said the law ministry was framing rules about the implementation of the legislation. President Droupadi Murmu gave the go ahead to The Public Examinations (Prevention of Unfair Means) Act, 2024, making it a law in February this year. It was passed by the Lok Sabha on February 6 and by the Rajya Sabha on February 9.

The Act aims to prevent unfair means in the public examinations conducted by the Union Public Service Commission (UPSC), the Staff Selection Commission (SSC), the railways, banking recruitment examinations and the National Testing Agency (NTA) among others.

The move assumes significance amid a raging row over the cancellation of the 2024 University Grants Commission-National Eligibility Test (UGC-NET), following prima facie indications that the integrity of the exam may have been compromised. It was cancelled just a day after over 9 lakh candidates appeared for it across 317 cities.

This also became the first centrally-conducted public examination to be scrapped after the Centre introduced a new anti-paper leak law.

The education ministry’s decision is said to have come as a surprise to senior officials of the NTA, given that it was already under fire for alleged irregularities in the conduct of the NEET undergraduate exam, the results of which were announced on June 4.

Reacting to the decision, Opposition parties hit out at the government, with the Congress saying that it was a “defeat of the arrogance of the Modi government”.

On Thursday, the CBI registered an FIR in the matter following a complaint from the education ministry. The FIR has been registered against unknown suspects for cheating and criminal conspiracy.

What are the exams hit by paper leak allegations?

After the NEET and UGC-NET exams, the CSIR-UGC NET exam is the latest to be hit by claims of paper leaks. This exam serves as a qualifying test for determining eligibility for Junior Research Fellowship (JRF) and lectureship in sciences in Indian universities, making it a crucial criterion for PhD admission.

The education ministry asked the NTA on Friday to postpone the biannual exam “as a matter of abundant precaution” in light of inputs and claims that this exam, too, may have been leaked on the dark web. About 2 lakh candidates were expected to appear for CSIR-UGC NET from June 25 to 27.

The ongoing controversy could also delay the Central University Entrance Test (CUET-UG) results and cast a shadow over the undergraduate admissions calendar across Central universities, The Indian Express has learned.

While the NTA’s information bulletin provides June 30 as the date for declaration of CUET-UG results, a senior official at the agency said that this deadline, in the present scenario, is unlikely to be met. The official added that the exam’s provisional answer key, in all probability, will only be released next week. After which, the agency will take “a week to 10 days” to release the final results.

NEET UG Re-Exam: Testing Agency Changes 6 Exam Centres, Officials To Be Present

NEET 2024 Admit Card: NTA will be re-conducting the NEET UG examination in six cities on June 23, 2024 from 2 pm to 5:20 pm

NEET Exam 2024: The National Testing Agency (NTA) has released the admit cards for the re-conduct of the National Eligibility cum Entrance Test (NEET- UG) 2024. Students appearing in the re-exam told NDTV that the agency has changed six centres for the re-test. One of the centres that has been changed includes Haryana’s Jhajjar from where six students had secured a perfect 720.

The exam is being held again for 1,563 candidates. Officials from the National Testing Agency and the Education department will be present at all the examination centre to closely monitor the exam process.

NTA will be re-conducting the NEET UG examination in six cities on June 23, 2024 from 2 pm to 5:20 pm.

Candidates who are scheduled to appear in the undergraduate medical entrance exam can visit the official website of the NTA to download the cards. They will be required to enter their application number and date of birth. The admit cards have been released for 1,563 candidates.

Amid a raging row over the NEET UG 2024, the Centre told the Supreme Court that it has cancelled the grace marks awarded to 1,563 candidates who took the examination for admission to MBBS and other such courses. They will have the option to either take a retest or forego the compensatory marks awarded to them for loss of time.

The decision was announced after the intervention of Supreme Court. The decision follows allegations of widespread irregularities and unfair marking in the national medical entrance exams.

The counselling for admissions into MBBS, BDS, and other courses will start on July 6.

Approximately 24 lakh medical aspirants took the NEET-UG 2024 – an ultra-competitive entrance test for undergraduate medical courses – conducted by the NTA on May 5. The results were to be declared on June 14 but were announced on June 4, apparently because the answer sheets were evaluated earlier.

However, allegations of a question paper leak and grace marks to over 1,500 medical aspirants triggered protests and lawsuits in seven High Courts besides the Supreme Court.

Jammu, Jun 21: Taking a strong view of “widespread harassment” of government employees due to false complaints, the Jammu and Kashmir administration on Friday issued a strong advisory recommending legal action against such people.

Government employees should pursue prosecution against individuals making false complaints under the Indian Penal Code (IPC), the Lieutenant Governor’s administration said.

The Jammu and Kashmir Police crime branch has been instructed to initiate criminal proceedings against those making false complaints, the General Administration Department (GAD) said in a circular issued on Friday.

The circular also recommended taking action against publications found guilty of such false complaints.

The government has identified 19 chronic offenders, including some former government employees, who have been making “fake and frivolous complaints” to harass and blackmail employees across nine government departments and organisations. Over the past six months, more than 7,000 complaints against have been verified as fake, according to the circular.

The circular also gave a detailed mechanism for redressal of complaints against government employees, which aims to balance good governance with safeguards for its employees against “false, frivolous, and anonymous complaints”.

The circular, issued by Commissioner/Secretary of the GAD, Sanjeev Verma, said that despite detailed provisions for lodging, handling, and verifying complaints, instances of undue harassment through false complaints are on the rise.

These baseless complaints, after verification, have often been found to lack merit, causing unwarranted harassment and mental agony for public servants, thereby affecting their decision-making and the overall administrative efficiency, it said.

Verma said that often these complaints, after verification, have been found devoid of any merit, and was disposed of accordingly.

“In the process, however, public servants discharging their bonafide duties, have to face unwarranted harassment and mental agony, affecting their decision-making, thereby causing administrative inertia, which inter-alia adversely affects disposal of government business and public service delivery,” the circular said.

To address this issue, the GAD has instructed all administrative departments, heads of departments, cadre-controlling authorities, and government employees to pursue prosecution under Section 182 of the IPC against individuals making false complaints.

As per Section 182, anyone who knowingly provides false information to a public servant with intent to cause harm or misuse power can be punished with imprisonment, a fine, or both, for up to six months.

The GAD called for the initiation of prosecution under Section 195(1)(a) of the Code of Criminal Procedure, which deals with contempt of lawful authority of public servants and offences against public justice.

It also directed considering departmental action against employees who make false complaints as an alternative to prosecution.

Furthermore, it directed providing institutional support to government servants affected by false complaints, including assisting them in approaching the crime branch for criminal proceedings and facilitating civil lawsuits for damages.

The circular emphasised transparency through formal press notes on complaints and inquiries, ideally on a monthly basis.

It also advised conducting inquiries into cases involving publications and taking action if complicity is found, such as reporting to the Press Council of India (PCI), cancelling accreditation, and stopping government advertisements to the publication.

These measures aim to ensure that honest employees are not unfairly harassed and that government business and public service delivery are not adversely affected by baseless complaints, it said.–(PTI)

The main result of CDS 2023 was released on April 23, 2024. A total of 197 candidates have qualified on the basis of the results of the Combined Defence Services Examination (II), 2023 conducted by the Union Public Service Commission in September, 2023 and SSB interviews held by the Services Selection Board of the Ministry of Defence for admission to the 157 th (DE) Course of Indian Military Academy, Dehradun; Indian Naval Academy, Ezhimala, Kerala and Air Force Academy, Hyderabad (Pre-Flying) Training Course i.e. No. 216 F(P) Course.
