Srinagar: The Fee Fixation and Regulation Committee (FFRC), Jammu and Kashmir, has directed all private schools across the Union Territory to mandatorily constitute Parents Associations in accordance with Rule-7 of the J&K School Education (Fixation and Regulation of Fee) Rules, warning that any unauthorised parent bodies will not be recognised.

As per a circular issued on April 17 as per news agency Kashmir News Corner — KNC, the Committee noted that certain individuals, groups, and federations claiming to represent parents are operating outside the legal framework, which is not permissible under the rules.

It stated that every private school must constitute a Parents Association strictly as per Rule-7, with proper composition, selection process, tenure, and functioning. The association must be limited to the respective school and include only parents or guardians of students currently enrolled there.

The FFRC made it clear that any association or group formed outside the prescribed framework and not at the school level shall be treated as unauthorised and will have no legal validity in matters related to fee regulation or school administration.

The Committee further said that the duly constituted Parents Associations will act as the formal platform for interaction between school management and parents, particularly on issues related to fee fixation, grievances, and academic or administrative matters.

All private school managements have been directed to immediately constitute or reconstitute these associations and submit details to the Committee without delay, while maintaining proper records and extending full cooperation.

Parents and guardians have been advised to associate only with officially recognised school-level associations and avoid engaging with any unauthorised external groups.

The FFRC warned that any violation of these directions will invite strict action under the provisions of the J&K School Education Rules, 2010. It also stated that complaints regarding false claims by certain individuals posing as parent representatives have already been referred to the appropriate investigating agency for necessary action.

Srinagar, Apr 17: The Jammu and Kashmir Government on Friday ordered the placement of Assistant Executive Engineer (AEE) Smt. Nayeema Firdous as Incharge Executive Engineer in the Jal Shakti Department as a temporary stop-gap arrangement.

As per Government Order No. 69-JK(JSD) of 2026 dated April 17, as pwr news agency Kashmir News Corner — KNC, sanction has been accorded to her placement as Executive Engineer on an incharge basis to address administrative requirements.

The order states that the arrangement is purely temporary and aimed at meeting administrative exigencies, and shall not confer any preferential right on the officer to claim regular promotion to the post.

It further clarifies that the placement shall remain subject to the superior claim of any eligible officer, if found genuine or as per the outcome of any pending legal proceedings before the competent court.

The government also stated that in case the requirement ceases or deputed officers are repatriated, the junior-most officer holding the higher charge shall be reverted without any entitlement to continue on the post.

Consequent upon the placement, Smt. Nayeema Firdous has been posted as Incharge Executive Engineer in the Jammu and Kashmir Power Development Corporation (JKPDC) and has been directed to assume charge of her new assignment forthwith. (KNC)

J&K Govt Makes Domicile & Caste Certificates Free; Sets 3% Stamp Duty for Women, 7% for Men

SRINAGAR: The Jammu and Kashmir Government administration has notified a new schedule of fees for issuing various certificates and land records, with domicile and caste certificates to be issued free of charge while levying nominal charges for other documents.

According to an official order, Domicile Certificate, Character Certificate, Agriculture Certificate, Religion Certificate, new Aadhaar enrolment and mandatory biometric update up to five years, and General Caste Certificate will be issued without any fee.

An extract of Choola will be issued on a fee of ₹7, the order added.

For OBC-JK, OBC-GOI, EWS, ST, SC, Legal Heir, Unemployment, RBA, Income Dependency, Family Income or Property for Rehabilitation Scheme, Unmarried, Widow, Divorce, ALC, Resident of Area Adjoining Border (IB) Certificate, Non Remarriage, Senior Citizen, Super Senior Citizen, and Dependent Certificate, a fee of ₹20 has been prescribed.

The administration has fixed a fee of ₹100 for Property Certificate up to ₹20 lakh and ₹500 for property value beyond ₹20 lakh.

For Income Certificate, an applicant will have to pay ₹20 for income up to ₹1 lakh, ₹50 for income between ₹1 lakh and ₹5 lakh, and ₹500 for income above ₹5 lakh.

Regarding land record documents, the fee for Extract of Fard Intikhab has been set at ₹1000 for urban areas and ₹100 for rural areas per kanal.

Extract of Girdawari, Extract of Jamabandi, Extract of Aksi Masavi or Iatha, and Encumbrance Certificate will cost ₹500 for urban and ₹100 for rural areas, officials said.

Attestation of mutations, inheritance mutations, copy of mutation, and demarcation of land will attract a fee of ₹1000 for urban and ₹100 for rural areas.

For registration of land, the government has fixed 3 per cent stamp duty for women and 7 per cent for men along with 1.2 per cent registration charges, the order added. (KNS)

In an official notification issued by Directorate of Colleges a copy of which lies with news agency JKNS, the department said that the admission process will commence shortly, and the notice has been issued in advance to help students and parents prepare for the upcoming academic cycle.

It stated that admissions for the 2026–27 session will be conducted on the basis of 10+2 merit, and CUET-based admissions will not be followed, with selection based on marks obtained in the qualifying examination.

The Higher Education Department further informed that a Centralised Admission Portal will be introduced, through which all candidates will be required to register and apply for admission. Students will also be asked to submit their preferred colleges and courses, and allotment will be done strictly on the basis of merit and preferences filled by candidates.

The department said that the detailed admission schedule, including dates for registration, preference filling, allotment rounds, and fee submission, will be issued separately in the formal notification.

In its advisory, the department urged students who have passed or appeared in Class 12 examinations from JKBOSE, CBSE, or other recognised boards to start exploring available programs in Government Degree Colleges across J&K.

It also encouraged students and parents to visit nearby college campuses to understand the structure of FYUGP under NEP 2020 and interact with faculty members regarding course options and academic pathways.

The notice highlighted that Admission Counselling and Facilitation Cells are already functional in all Government Degree Colleges, where students can seek guidance regarding course selection, eligibility criteria, and program structure.

Students have also been advised to familiarise themselves with key features of NEP 2020, including multiple exit options Certificate after 1st year, Diploma after 2nd year, Degree after 3rd year, and Honours/Research after 4th year along with Major-Minor subject combinations and academic flexibility.

Footfall includes 2.25 lakh domestic tourists, 1,140 foreign visitors and 1.56 lakh locals

Srinagar, Apr 16 (JKNS): The world-famous Tulip Garden in Srinagar on Thursday concluded its annual show on a high note, recording a footfall of over 3.82 lakh visitors and generating ₹3.6 crore in ticket revenue.

An official incharge of the garden told news agency JKNS that Thursday marked the last day of the show, which remained open for 32 days this year. He attributed the extended bloom period to favourable weather conditions, noting that tulips generally last for only 15–20 days.

He said that till Wednesday evening, a total of 3.82 lakh people had visited the garden, including around 2.25 lakh domestic tourists, nearly 1,140 foreign visitors, and approximately 1.56 lakh local visitors.

The official said that visitor numbers saw a steady rise after the opening of the garden, increasing from a few hundred daily to 10,000–12,000 visitors in the final days of the show.

He further informed that around 75 varieties of tulips, comprising nearly 18 lakh flowers, were displayed this year. Although about 1.5 to 2 lakh flowers still remain, they have withered, prompting the closure of the garden.

He added that preparations for the next season have already begun, with new varieties shortlisted and tenders floated. “Once the garden closes, we begin our 11-month-long preparation to make the next season even better,” he said.

The official also noted that the department managed ticketing operations this year, including the introduction of an online system, which contributed to improved revenue generation. (JKNS)
