ACB arrests Patwari from Bohripora, Kupwara for demanding bribe of Rs 30,000

Srinagar, Oct 17 (KNO): Anti-Corruption Bureau (ACB) on Tuesday said to have trapped and arrested Hashim Amin Malik, Patwari , Halqa Bohipora, Kupwara for demanding bribe of Rs 30,000 from complainant for allowing construction and releasing material and equipment seized by revenue authorities.

“An information was received by Anti Corruption Bureau through ACB J&K Helpline number 9419678060 from one complainant resident of Kupwara regarding demand of bribe by one Patwari Halqa Bohipora Kupwara,” A statement issued to the news agency—Kashmir News Observer (KNO) reads.

In his complaint, the complainant alleged that while he was constructing some shops in his private land the patwari concerned with other revenue officials came to the site and took away his material, equipment’s etc with them, the statement said.

He further alleged that he accordingly approached tehsildar concerned who directed him to meet NT and patwari.

He further stated that when complainant meet Patwari Hashim Amin Malik he demanded bribe of Rs 50,000 from him and told him that he will be given seized items back and will be allowed to work also if he pays the bribe money. “On this complainant pleaded that he cannot pay huge bribe and it was later on negotiated for Rs 30,000.”

“As the complainant was not interested in paying bribe under these circumstances, he approached ACB and filed a written complaint against patwari for demanding bribe and requested for legal action,” the statement added.

Accordingly on receipt of the complaint, a discreet verification was conducted by the ACB. The verification conducted reveal that the revenue team including patwari Hashim Amin Malik has taken away the equipments, construction material from the complainant under construction site and patwari concerned is now demanding bribe from complainant for allowing construction and releasing the material/equipments seized and has directed complainant to come with bribe money on Monday, it added.

“On the basis of the findings & recommendation of the Verifying Officer as Prima facie offences U/s 7 of Prevention of Corruption Act 1988 were made out against accused Public servant namely Hashim Amin, Patwari Halqa Bohipora, District Kupwara for demanding bribe from complainant for allowing him to construct shops on his private land and release of his equipment/material seized,” the statement further reads.

Accordingly, a case under FIR number 11/2023 was registered in Police Station ACB Baramulla under section 7 of the PC Act 1988 and the investigation was initiated.

During the course of investigations the accused patwari was arrested on spot while demanding bribe of Rs 30,000 from complainant and accepting same through his tout and his close accomplice Bashir Ahmad Mir R/o Mughal Pora (Ex-Lumberdar), who is evading arrest. Searches are also conducted in the residential house of the accused patwari, the statement said, adding that further investigations of the case are going on—(KNO)

Srinagar, Oct 17 (KNO): The intermittent rainfall continued to lash plains of J&K for the second straight day while the upper reaches received fresh snowfall on Tuesday, bringing down the mercury further across the Union Territory.

The major roads including Srinagar-Jammu highway, Mughal Road and others remained closed for vehicular movement.

According to the news agency—Kashmir News Observer (KNO), the winter chill returned in the Valley as the people were seen donning the traditional Pheran and other warm clothes after the mercury plummeted in wake of the fresh snowfall and rains for the second straight day here.

Details available with KNO said that Sadhna Top has received a snowfall of nearly one ft till today while Afarwat hills experienced a snowfall of six inches today.

In Gulmarg, a snowfall of nearly one inch was experienced today while Zojjila also recorded a snowfall of 6 inches.

According to a document prepared by a local Meteorological department (MeT), Srinagar, the summer capital of Jammu and Kashmir received a precipitation of 20.9 mm till this morning while Qazigund received a rainfall of 47.4 mm.

Pahalgam received a rainfall of 27.4mm while the highest precipitation of 52.0 mm was recorded at Kokarnag, the document reads.

The wet spell has led to the further dip in mercury. According to the details, Srinagar recorded a maximum temperature of 11.6 degree Celsius while Anantnag recorded 9.2 degree Celsius today.

Gulmarg, a world famous ski-resort, recorded a maximum temperature of 2.0 degree Celsius while Pahalgam in South Kashmir recorded 9.1 degree Celsius.

The continuous wet spell has forced the closure of major roads including Srinagar-Jammu National Highway.

The Srinagar-Jammu highway was closed for vehicular movement in wake of the landslide and shooting stones at multiple places. The highway has closed as a precautionary measure while the officials said the road clearance work is underway.

Some of the other roads including Bandipora to Gurez Road, Sinthan Top- Road, Sadnatop-Tangdar Road, Kishtwar Road and Mughal Road continue to remain closed due to fresh snowfall.

Meanwhile, Director MeT, Sonum Lotus told KNO that the weather conditions would improve from tomorrow.

“The weather is expected to turn pleasant from tomorrow as there is no forecast of any wet spell till October 24,” he said, adding that the temperature would also start increasing gradually from tomorrow—(KNO)

‘In UT, HED, HEC, Universities taking proactive approach under NEP-2020 to bring transformation in HE System’

Srinagar, Oct 17 (KNO): Lieutenant Governor of Jammu and Kashmir Manoj Sinha Tuesday said that Jammu and Kashmir was equally taking part in enrolling foreign students in our Higher Education Institutes—which is giving a “positive impression of the quality of our teaching.”

Speaking during the Round Table Conference at KU, with newly appointed Vice Chancellors of various universities of India, Sinha said, “In Jammu and Kashmir, Higher Education Department, Higher Education Council and Universities have taken a proactive approach under NEP-2020 to bring transformation in the Higher Education System. Jammu and Kashmir is equally taking part in enrolling foreign students.”

As per news agency—Kashmir News Observer (KNO), Sinha on the occasion said, “By enrolling foreign students in Higher Educational Institutes of Jammu and Kashmir, a good impression is already in the international market in terms of quality of education.”

He said that some new interventions are being worked on that include ‘Design Your Degree and College on Wheels’.

The Round Table Conference with newly appointed Vice Chancellors from various universities of India is being organised by the Association of Indian Universities. In the conference, the 3-day discussion will focus on University Governance, Collaboration and promoting innovation in the academic world.

Meanwhile, taking to the micro blogging site X (Twitter), Sinha said, “Higher education institutions across the world are undergoing radical transformations. The Universities and colleges will have to formulate strategic plan, organizational readiness for adjustments aligned with NEP 2020 to stay relevant in a constantly evolving world.”

He further said, “We are witnessing a massive growth in demand for higher education. In 10-15 years, India has contributed 74 percent of all new higher education institutions in the world. We need to ensure quality of studies to provide new tools to students to face the changes & challenges.”

“Many countries of the Global South are now focused on enrolling International students. But we are lagging behind. On the contrary, we top the list of Countries for sending the highest number of students abroad. This trend needs to be reversed with a transformational approach,” the LG said.

He further said that, “Educate in India should be our aim & we need to increase our share in the multi- trillion dollar global education sector. Institutions with aspirational & shared vision should focus to improve ranking. It should be our top priority & we must take bold action to achieve this goal.”

“Since Sept 2020, J&K is witnessing encouraging reforms in higher education sector. Universities & colleges have been enabled to focus on demand for education outputs, industry requirements, innovation, new-age skills and to be flexible and resilient to meet the needs of tomorrow,” Sinha added—(KNO)

www.jkbopee.gov.in only.

Because of paucity of time Board has decided to club the 2nd round and Mop Up Round of the counselling. The candidates upgraded/ allotted seats/ disciplines/ institutions during 2
nd /Mop Up Round shall have to join in their allotted colleges by or before 20.10.2023 upto 4:00 p.m. positively
from the date of issuance of this notification.
