TRAFFIC PLAN & ADVISORY FOR 14-10-2023

TRAFFIC POLICE HEADQUARTERS, J&K, JAMMU/SRINAGAR*

1. From 12-10-2023, 1700 hrs. to 13-10-2023, 1700 hrs., there was slow movement observed on NH-44 due to breakdown of 13 HMVs, 13 nomadic herds and single lane traffic at Mehar, Cafeteria and Dalwas between Nashri and NAVYUG Tunnel.

*2. Passengers/LMVs operators are advised to prefer journey on Jammu-Srinagar NHW on day time. Please avoid journey during night hours as movement of nomads from Kashmir valley towards Jammu may cause inconvenience to the commuters* .

3. HMVs Operators/Owners are requested to desist from overloading. It is further requested that vehicle owners must double check the fitness of their vehicles before undertaking journey on Jammu-Srinagar NHW.

4. HMVs with only 06 and 10 tyres shall be allowed to ply through Dhar road.

Subject to fair weather and better road conditions LMVs Passenger/Private Cars/HMVs/Load Carriers shall be allowed from both sides on Jammu-Srinagar National Highway (NH-44) viz Jammu towards Srinagar and vice-versa. Commuters are advised to follow lane discipline.

 

*SFs Convoy Movement:-*

Subject to fair weather and good road conditions Security Forces vehicles shall be allowed from both sides on Jammu-Srinagar NHW (NH-44) viz Jammu towards Srinagar and vice-versa.

 

*SSG ROAD*

Subject to fair weather and good road condition, vehicular movement on Srinagar-Sonamarg-Gumari road shall be allowed from both sides viz Srinagar towards Kargil and vice-versa. LMVs followed by HMVs shall be allowed from Minamarg towards Srinagar at 0730 hrs. to 1100 hrs. Similarly, LMVs followed by HMVs shall be allowed from Sonamarg towards Kargil at 1300 hrs to 1700 hrs. No vehicle shall be allowed after cut off timings.

*SFs Convoy, plying from Srinagar to Kargil, shall leave Srinagar at 0800 hrs. SFs Convoy plying from Drass to Srinagar shall plan their movement in such a manner so that Civil Traffic doesn’t get disturbed.*

 

*Mughal Road:-*

Subject to fair weather and good road condition, vehicular movement on Mughal road shall be allowed from both sides viz. Poonch towards Shopian and vice versa. These vehicles shall be allowed from Behramgalla (Buffliaz) and Herpora (Shopian) at 0600 hrs. upto 1800 hrs. No vehicle shall be allowed after cut of timings

‘70% of glaciers will recede by end of this century if present melting pace persists, can’t stop melting until carbon emission is reduced’

Srinagar, Oct 13 (KNO): As the carbon emission continues to increase, the melting of glaciers has gained a pace in Jammu & Kashmir while as the experts assert that the Union Territory has lost nearly “30 per cent of glaciers in the past 60 years and warned that 70 per cent of them will recee by the end of this century if the prevailing pace continues.”

Reports have suggested that the melting of glaciers will lead to water scarcity in the near future. However, the experts stated that becoming carbon neutral was the only solution to preserve glaciers.

“There are 18000 glaciers in Jammu, Kashmir and Ladakh, but all of them are melting. The glaciers are melting in the entire Himalaya including J&K. In the past couple of years, the melting of glaciers has increased. The record melting of glaciers was witnessed last year and this year it was a bit low comparatively than previous year,” Professor Shakil Romshoo, an earth scientist and Vice Chancellor of Islamic University of Science and Technology (IUST), told the news agency—Kashmir News Observer (KNO).

He said the record melting of glaciers is the outcome of less snowfall in winters, especially the warm February and March months. “The melting of snowfall has increased as the temperature remains usually high in February, March and the heat wave starts in April,” he said.

“It would be difficult to say exact loss of glaciers as the glaciers are melting at different pace, but as per the research, we have lost 25-30 per cent of glaciers in the last 60 years. If it continues to melt at a similar pace, we will be losing 70 per cent of the glaciers by the end of this century as the melting of glaciers has significantly increased,” he said

He further added that “we are losing 18-20 meters of a glacier every year.”

Another expert, Dr Irfan Rashid, who is working as Assistant Professor at Department of Earth Sciences University of Kashmir, said that a research has been done, which states that Kashmir’s biggest glacier, Kolahoi glacier has melted around 25 per cent since 1960’s. “From 1962-2022, it has melted around 25 per cent. It has been receding 35 meters every year,” he said, adding that Kolahoi glacier is the biggest glacier of Kashmir, and at the same time, is the fastest melting glacier as well.

The other glaciers of J&K and Ladakh are also melting, Dr Irfan Rashid told KNO, adding that according to research there will be a 4-7 degrees increase by the end of this century, and therefore the melting cannot be stopped.

“Until and unless we become carbon neutral, nobody can stop the melting of glaciers. The carbon emission is increasing, global emission is also high, and in future it will be increased as per the study, but becoming carbon neutral only could help in stopping the melting of glaciers,” he added—(KNO)

Govt schools in rural areas struggle with teacher deficiency, jeopardizing quality education

Srinagar, Oct 13 (KNO): In a concerning development that continues to haunt rural education, the skewed Pupil Teacher Ratio (PTR) in government schools remains a pressing issue, profoundly affecting the education quality for rural students.

Despite recent efforts by the School Education Department (SED) to tackle this problem, many rural schools are still grappling with a severe shortage of teaching staff and a lack of fundamental facilities.

While some schools boast a surplus of teaching staff, others in remote rural areas are faced with a significant dearth of teachers, putting the academic future of students in jeopardy.

According to the news agency—Kashmir News Observer (KNO), the Annual Transfer Drive (ATD), designed to alleviate PTR imbalances, has failed to produce the expected results, leaving rural schools in dire need of additional staff.

A glaring example of this issue is the Government Primary School (GPS) in Zone Chandoosa of Baramulla district.

Serving a student population of more than 100 from Kindergarten to Class 5, this school is currently staffed with only four teachers, underscoring a stark imbalance.

The repercussions of such uneven PTR ratios are most acutely felt in rural schools, where teacher shortages have resulted in a decline in student enrollment. This decline poses a significant challenge for the government, which actively promotes annual enrollment drives to boost student numbers in all schools.

A stark instance is the Government Middle School (GMS) in Zone Bidder of Anantnag district. This school, housing just more than two students, currently employs five teachers.

Notably, there are no students enrolled in two classes and the school operates from an underutilized prefab structure that was previously part of a nearby higher secondary school. A school teacher said that the school’s enrollment exceeded 50 students when it operated from rented premises few years ago.

“However, the decision to relocate the school to a prefab hut at the higher secondary caused a decline in enrollment, and there are fewer new admissions as well,” he told KNO.

The school teacher stressed that the challenges faced by rural schools in terms of teacher deficiency and basic facilities require immediate attention from the authorities in the education department.

“The Department has taken several initiatives to ensure equal access to quality education in all areas. But rural schools need special attention as the student population is dependent on government schools due to the limited representation of private schools in remote areas,” the teacher said.

A top official in the School Education Department (SED) said the authorities are aware about the lopsided PTR in schools and efforts are underway to overcome the problem.

“We have recently constituted cluster system of schools under which the cluster heads are given direction to rationalize the teachers as per the student requirement,” the official said—(KNO)

12523 posts, SSC MTS Exam 2022 Download final vacancies list PDF

SSC MTS Exam 2022 final vacancies list has been released. The notice is available on the official website of SSC.

Staff Selection Commission has released SSC MTS Exam 2022 final vacancies list. Candidates who have appeared for Multi Tasking (Non-Technical) Staff and Havaldar (CBIC And CBN) Examination 2022 can check the list on the official website of SSC at ssc.nic.in.

As per the official notice, a total of 11788 posts of MTS and Havaldar will be filled. Out of the total vacancies, 8519 vacancies will be filled by MTS age group 18-25, 2740 vacancies will be filled by MTA age group 18-27 and 529 vacancies will be filled by Havaldar in CBIC.

Earlier, the total number of vacancies to be filled was 12523 posts.

The SSC MTS & Havaldar recruitment exam was conducted in two phases. The first phase was held from May 2 to May 19 and the second phase was from June 13 to June 20, 2023. Objections to the provisional answer key were invited between June 28 and July 4. The PET/PST exam was conducted from September 25 to September 28, 2023.
